Context:

Under the direct supervision of the IOM Chief of Mission and in coordination with the Head of Operations in Algeria, the Migrant Assistance Division (MAD) Regional Thematic Specialist in the Regional Office in Cairo and respective units at Headquarters (HQs), the successful candidate will be tasked with implementing the Return and Reintegration programme including planning, implementing and monitoring the activities in Algeria. S/he will also oversee and monitor return and reintegration support functions in Algeria, ensuring timely implementation of activities in accordance with IOM procedures and guidelines.

Core Functions / Responsibilities:

1. Monitor and coordinate the overall effective implementation of return and reintegration activities in a timely manner and ensure IOM procedures and guidelines are followed. 2. Cultivate and maintain effective relationships with donors and relevant stakeholders, such as national government counterparts, implementing partners, civil society groups, national and international organizations and UN agencies.

3. Monitor progress of projects in the area of return and reintegration, specifically aimed at documenting and evaluating results as well as increasing effectiveness and recommending appropriate action in coordination with the Chief of Mission and the Regional Office in Cairo. Page 1 / 44. Observe and ensure the projects overall compliance with donors’ contractual requirements, interests and expectations. Specifically its compliance with the objectives set in project documents, budgets, Monitoring and Evaluation (M&E) frameworks and work plans. 5. In coordination with the Senior Management Team in IOM Algiers, participate in the drafting and review of quarterly and monthly narrative and financial reports, as well as weekly updates and other requests for information from donors.

6. Coordinate with the Public Information Unit for the preparation of communication materials, press notes, responses to requests for information from the media, and public events related to return and reintegration activities.

7. Monitor the administration and use of project resources, in coordination with the Resource Management Officer, and draft budget revisions as required. Participate in the recruitment of, and supervise national staff; monitor the work of consultants and contractors in accordance with IOM procedures and regulations.

8. Contribute to the design and development of new projects/programmes in line with donor priorities.

9. Contribute to developing and maintaining strong and regular liaison with the programme’s partners, such as government authorities, diplomatic missions, and any other concerned agencies and working groups.

10. Support the planning and organizing of all aspects of new projects/programmes. Monitor and backstop ongoing activities in compliance with IOM regional guidelines and the requirements of individual governments.

11. Draft and ensure timely quality preparation and submissions of all project reports according to IOM and donor formats as required.

12. Brief the Chief of Mission regarding programme matters and on national and sub-regional current affairs that may have an impact on the work of IOM, particularly in the field of migration and return and reintegration.

13. In coordination with the Chief of Mission, participate in relevant seminars, conferences, UN meetings and inter-institutional task forces.

14. Undertake regular duty travel related to project implementation, monitoring, assessments and evaluation.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in migration, project implementation, and management;

• Experience in liaising with government authorities and international institutions; • Experience at the international level with specialized international agencies (UN agencies, Page 2 / 4international organizations, and specialized international NGOs), preferably in emergency, migrant assistance, and humanitarian assistance in the Middle East and/or North Africa; • Knowledge of UN, IOM, international organizations, and NGO mandates and programmes in the area of migrant assistance and humanitarian assistance;

• Knowledge of operational contexts, movement operations and travel planning an advantage. Languages

Fluency in English and French is required. Working knowledge of Arabic is an advantage. Desirable Competencies:
