The Norwegian Refugee Council is seeking an exceptional professional to join the Yemen country programme in the role of Country Director. As one of the most exciting, complex and key roles in NRC’s East Africa and Yemen Region, the Country Director will provide overall leadership to the Yemen country operations. Our ideal candidate has 5+ years of experience in a similar role as Senior Manager/Country Director; and is looking for a challenging, yet rewarding, role in which they can utilize their highly developed skills in leadership in complex settings, strategic thinking, problem solving, and ideally, Arabic language skills.

Job description

The Yemen Country Director is responsible for:
• National representation and coordination
• Development and execution of the Yemen country strategy
• Safety and security of all staff
• Country level advocacy and dellivery of content for global advocacy on the Yemen humanitarian situation – Yemen is a priority country for NRC advocacy.
• Resource allocation and mobilization
• Cost efficiency and quality, including implementation of control mechanisms
• Adequate country structures and systems
• Learning, training and development of all staff, including a strategy for national staff development
• Leading teams in ensuring programmes are designed and negotiated to deliver in Hard to Reach areas.
• Building collaborative relationships with both NRC's East Africa and Yemen Region as well as the Middle East Region.

Qualifications

• Minimum 5 years experience from working as a Senior Manager/Country Director in humanitarian/recovery context
• Experience from working in complex and volatile contexts
• Fluency in English, both written and verbal
• Arabic language skills, highly desirable
• Knowledge of the Yemen context or theater of operations, highly desirable.
• Strong understanding and appreciation of the role of advocacy and broader influencing in bringing about change and impact at scale.
• Ability to lead and build teams to succeed through high degrees of self-sufficiency and remote support.
• Experience of influencing key decision makers, including government and donors, in a complex environment.
• Experience of leading security in complex environment, including in times of crisis.
• Proven delivery through remote management of teams divided by geographic and political boundaries.
• Experience of promoting innovation in difficult operating environments.
