Organizational Setting

 

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment, including advanced nuclear fuel cycle facilities, and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions, A, B and C; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.


Main Purpose

 

Reporting to the Section Head and the Senior Inspector, the Country Officer Assistant (COA) is responsible to coordinate, assemble and communicate the information content in the State files, and supports the organizational processes related to the development, implementation, reporting and evaluation of safeguards activities for assigned countries, sites and locations.


Functions / Key Results Expected

 

State Evaluation Group (SEG)\:

  • Act as a focal point and coordinator for all steps in the production process of State Evaluation Reports (SERs) and State Implementation Reports (SIRs)\: managing administrative processes, tracking progress, reporting on issues and liaising with stakeholders to complete the development and production relevant to the State Evaluation process using various sources of information;
  • Support Senior Inspectors and Country Officers in the drafting, editing, processing and publishing of SERs, State-level Approaches (SLAs) and Annual Implementation Plans (AIPs), and associated SEG meeting minutes.

Inspections, Design information Visits (DIV) and Complementary Access (CA)\:

  • Based on the operational schedule, initiate plans in SAFIRE for new field activities (CA, DIV, inspections) for use by the coordinating inspectors to implement and report their activities and perform quality control (QC), tracking and monitoring electronic verification packages (eVP|s), entry and monitoring of field data input (e.g., environmental samples, destructive analysis samples, and seals for assigned locations and sites);
  • Generate notifications and correspondence including relevant Safeguards Statements to the State Authorities;
  • Schedule relevant briefing/debriefing meetings using required information drawn from State Evaluation Reports, Additional Protocol Declarations, Design Information Questionnaires, open sources, satellite imagery and other sources of information residing the Integrated Safeguards Environment (ISE).

Administrative\:

  • Process incoming and outgoing correspondence relating to design information, nuclear material transfers and other relevant topics, and liaise with the Section Head, Senior Inspectors and relevant inspectors and Country Officers and other stakeholders to ensure a timely and effective response;
  • Maintain and comprehensively monitor all recommendations of Departmental information review committees, ensuring implementation, compliance and verification of all related information;
  • Assist Site/Country Officers in consolidating and compiling all field analysis results (e.g., ES, DA, material balance evaluations) for data State evaluation purposes.

Qualifications, Experience and Language skills

  • Minimum of six years of relevant working experience; experience in the field of nuclear safeguards concepts and practices such as in the area of Safeguards implementation or State-level analysis is an asset.
  • Experience in planning and coordination role and/or information analysis in a customer focused environment is an asset.
    Experience in database management, data retrieval applications and document management desirable.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English language test (level 1) and Typing test (level 1) to IAEA standard.


Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 51704 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
