Founded in 1946, today the Norwegian Refugee Council (NRC) works in both new and protracted crises across 31 countries. NRC’s expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. NORCAP experts help improve international and local ability to prevent, prepare for, respond to and recover from crises. 

NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

Background

People who are affected by displacement are forced to abandon their homes and livelihoods. They lose a range of rights, are frequently at risk of multiple displacement and face obstacles to finding durable solutions. NRC’s Information, Counselling and Legal Assistance (ICLA) Programmes aim to enable this population to claim and exercise their rights and to find lasting solutions through information, counselling, legal assistance, collaborative dispute resolution, capacity building and advocacy. To maximize effectiveness, ICLA focuses on five thematic areas: housing, land and property (HLP) rights, legal identity, immigration and refugee laws and procedures, registration of IDPs and employment laws and procedures.

The Global Adviser is part of a Global team leading on ICLA’s policy and strategic direction, with specific responsibilities for further developing NRC’s legal programmatic responses and supporting country programmes in their implementation along technical reporting lines.

 

Job Description

Generic Responsibilities

  • Contribute to the development of ICLA policy and strategy

  • Responsible for the technical development of the ICLA core competency

  • Responsible for the adaptation of NRC’s ICLA programme approaches through innovation and development, in close cooperation with the field

  • Responsible for the provision of support and capacity building along the technical reporting lines

  • Responsible for advocacy, networking and representation of NRC at strategic level ensuring NRC’s access to global policy debates

  • Contribute to the resource mobilisation and fundraising for programme development related to ICLA

  • Contribute to the overall analysis, strategic use and dissemination of relevant data for ICLA

 

Specific responsibilities.

  • Contribute to the strategic positioning of NRC through an adequate and high quality ICLA programme response in the establishing phase of new country operations

  • Responsible for the identification of pilot projects and the development of recommendations

  • Responsible for the management of assigned program development projects including the spending of earmarked funds and reporting requirements 

     

Qualifications

  • Minimum 5 years of relevant experience within the humanitarian field
  • Experience from working in complex and volatile contexts and ability to work independently in a results-oriented multi-tasking and multi-cultural environment and manage conflicting priorities
  • High level of professional knowledge within field of experience
  • Experience in drafting and encouraging implementation of policy / strategic guidance, and developing practical tools and resources, including training development and facilitation.
  • Documented results related to the position’s responsibilities
  • Able to represent the organisation at a strategic level within  area
  • Higher education in law (Masters level) or other related academic field
  • Fluency in English, both written and verbal. Working knowledge of French, Spanish or Arabic is an asset

 

Context/Specific skills, knowledge and experience:

  • Experience in market assessment and solid understanding of market-based interventions
  • Experience within one or several NRC core competencies, e.g. food security or shelter

Duty Station: NRC HO Oslo, Norway /alternatively in NRC representational offices in Geneva, Brussels or Berlin
