Organizational Context


UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDOs mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organizations programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment.

UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.


The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the following areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.

The position is located in the Climate Policy and Partnerships Division (PTC/ENE/CPP), which is part of the Department of Energy (PTC/ENE). The responsibility of the Department is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities.

The Climate Policy and Partnerships Division (PTC/ENE/CPP) is responsible for coordinating policy engagement and dialogues, regional and global partnerships and global forums in the field of sustainable energy and climate change. It positions UNIDO strategically in the global energy and climate change forums and coordinates the global network of regional centers and partnerships. It focuses on promoting programmatic approaches, and coordinates the Department of Energys (PTC/ENE) contributions to the PCPs, as well as work related to new and ongoing global and regional programmes, cross-cutting themes, nexus and knowledge management issues.

In addition, the Division coordinates work related to global forums such as the Vienna Energy Forum, and UNIDOs participation in meetings of the Conference of the Parties of the United Nations Framework Convention on Climate Change (UNFCCC) and other relevant energy and climate conferences and events. In discharging its responsibility, in line with the overall strategy of the Department, the Division cooperates closely with other Divisions in the Department, as well as other relevant organizational departments within UNIDO, in particular with the Department of Environment (PTC/ENV), with the Technology Networks and with the Field Offices.


The Chief works under the overall guidance of the Managing Director for Programme Development and Technical Cooperation (PTC); the direct supervision of the Director, Department of Energy (PTC/ENE) and in close collaboration with the colleagues to achieve the mandate of the Division.

The Chief supervises the staff under his/her supervision (a) in work that is integral to results achieved by the Department; (b) in creating an enabling environment which is catalytic to achieving results; (c) in building partnerships which result in strategic collaborations and (d) in achieving results which are cross-programme and inter-service oriented.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters.

Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions



Technical: Lead the teams in the Climate Policy and Partnerships Division (PTC/ENE/CPP) to:
1. Coordinate with global energy and climate partnerships such as UN-Energy, Sustainable Energy for All (SEforAll) and the United Nations Framework Convention on Climate Change (UNFCCC);
2. Manage the execution of the Vienna Energy Forum including calling the periodical meetings of the core group, the interaction with partners, mobilizing the financial support, managing the teams of consultants and interns working on the logistics and post forum policy briefing, under the guidance of the Director;
3. Assist in UNIDOs participation at the meetings of UNFCCC and its subsidiary bodies, and other relevant energy and climate related conventions, conferences and events;
4. Coordinate the Energy Department contribution and work to strengthen UNIDOs programme for country partnerships (PCPs);
5. Promote programmatic approaches and assist in the coordination of global and regional programmes on low carbon technologies and networks;
6. Facilitate inter-departmental cooperation and coordination on cross cutting themes and nexus issues;
7. Assist in preparing UNIDO reports and position papers relative to sustainable energy and climate policy; and the interlinkages of SDG9 and SDG7;
8. Strengthen partnerships with governments, industry, multi/bilateral/UN agencies, private sector and civil society in support of UNIDOs energy and climate change related activities and programmes;
9. Assist in knowledge management, capacity building activities including training programmes, awareness raising and outreach activities including documenting best practices under UNIDOs energy and climate change portfolio and disseminating them to all key stakeholders;
10. Assist in developing global/regional programmes for mobilizing funding from the global climate finance mechanisms other mechanisms offered by multi/bilateral donors and strategic partners.

Managerial/Supervisory:
1. Collaborate with senior managers in UNIDO, to form a community of interest, serving as active public relations ambassadors, utilizing all means, both traditional and new approaches to continuously improve the resource mobilization capacity, partnerships and commitment to increasing the visibility and relevance of UNIDO.
2. Align the work programme of the Division with the organizational priorities cascaded from the Director and in this context, formulate, cascade, implement and report on the priorities of the Division.
3. Assign responsibilities to staff under his/her supervision, having a clear overview and monitoring mechanism; ensure that expectations of results and performance are clear; motivate staff under their supervision and hold them accountable.
4. Ensure appropriate monitoring of results, performance and completion of related reporting and feedback mechanisms.
5. Support the Director on other special projects and assignments.

Minimum Requirements



Education

Master's degree or equivalent

in Economics, Public Policy, Energy and Climate Policy, Management and Enginering or another field relevant to UNIDO's mandate. PhD in related field will be an asset.


Languages

English - Fluent # required. Working knowledge of other official language(s) of the United Nations will be an asset.


Field of Expertise

Programme management - 10 years and more # a minimum of ten years of relevant professional experience, including some at the international level, involving technical cooperation in developing countries. Experience in policy articulations, public debates, partnership building, funds mobilization, as well as all phases of the project cycle. Exposure to the needs, conditions and challenges in developing countries. Demonstrated track record of technical and policy oriented publications and briefings (candidates need to demonstrate at minimum 5 quality publications/briefs).

NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraph 78 of the HRMF, have been waived
