Organizational Context


UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDOs mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organizations programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment.

UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.


The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the following areas covered by five Departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.

The position is located in the Climate Policy and Partnerships Division (PTC/ENE/CPP), which is part of the Department of Energy (PTC/ENE).

The responsibility of the Department of Energy (PTC/ENE) is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities.

The Climate Policy and Partnerships Division (PTC/ENE/CPP) is responsible for coordinating policy engagement and dialogues, regional and global partnerships and global forums in the field of sustainable energy and climate change. It positions UNIDO strategically in the global energy and climate change forums and coordinates the global network of regional centers and partnerships. It focuses on promoting programmatic approaches, and coordinates the Department of Energys (PTC/ENE) contributions to the PCPs, as well as work related to new and ongoing global and regional programmes, cross-cutting themes, nexus and knowledge management issues.

In addition, the Division coordinates work related to global forums such as the Vienna Energy Forum, and UNIDOs participation in meetings of the Conference of the Parties of the United Nations Framework Convention on Climate Change (UNFCCC) and other relevant energy and climate conferences and events. In discharging its responsibility, in line with the overall strategy of the Department, the Division cooperates closely with other Divisions in the Department, as well as other relevant organizational departments within UNIDO, in particular with the Department of Environment (PTC/ENV), with the Technology Networks and with the Field Offices.


Project context:
The Private Financing Advisory Network (PFAN) is a multilateral public private partnership, originally initiated under the UNFCCC. PFAN is hosted by UNIDO in cooperation with the Renewable Energy and Energy Efficiency Partnership (REEEP).

PFAN matches private financing with innovative low carbon, climate-resilient projects in developing countries and emerging economies with a small public investment, thereby addressing barriers to financing experienced by renewable energy entrepreneurs as well as the lack of investment ready projects seen by investors.

PFAN supports small and medium enterprises in the clean energy and environment sectors in the areas of upstream technology development and downstream technology deployment for renewables, energy efficiency and climate adaptation. It mobilizes the expertise of private sector companies in financing climate-friendly projects and technologies to screen and refine business plans and select the most economically viable and environmentally and socially beneficial projects. For the entrepreneurs and businesses selected, PFAN provides guidance on economic feasibility, project structure, investment and financing, preparation of the business plan, and introductions to investors.
PFAN serves three functions:
1. Capacitate entrepreneurs and businesses to develop bankable projects;
2. Mitigate investor risk;
3. Facilitate project funding to increase and mainstream investments in low carbon, climate resilient projects for sustainable development.

PFAN works with a range of implementing partners to deliver its services. These include finance professionals and investors who participate as Network Members. Additionally, key country based stakeholders, including government agencies, NGOs, local trade associations and international activities provide non-cash contributions to the network as Resource Partners to help support market penetration and alignment with country policy goals.

Duty station: UNIDO Headquarters (HQ), Vienna.

The incumbent will work under the direct supervision of the Officer-in-Charge of the Climate Policy and Partnerships Division (PTC/ENE/CPP) and under the overall guidance of the Director of the Department of Energy (PTC/ENE). He /she will work closely with the team members of the Climate Policy and Partnerships Division (PTC/ENE/CPP) and the PFAN Programme Manager in particular, as well as with the other members of the PFAN Programme Management Unit and Network.

Main Functions



- Programme Development:
Develops, formulates and nurtures investor relations and strategic partnerships in the area of sustainable energy and climate finance, in line with the guidelines and procedures governing the delivery of UNIDO services, and seeks internal approval for those. More specifically, this entails the development and formulation of new opportunities for PFAN to broaden its donor base and partners, as well as exploring new avenues and markets for PFAN. As per the resolution passed by the PFAN Steering Committee to scale up PFAN, this also entails the expansion of PFAN services, pipeline, and implementation capacity.

- Programme Implementation:
Assumes responsibility for ensuring that assigned inputs are delivered on time, at the right level of quality and within the allocated budget, and in line with the guidance provided by the PFAN Steering Committee. This entails the preparation of the necessary inputs (job descriptions, terms of reference, detailed annual work plans with associated budget, Memorandum of Understanding (MoU), letters to formalize partnerships, etc.), monitoring progress in implementation, including missions to the project site, as well as taking part in PFAN Steering Committee meetings at headquarters and other relevant workshops and meetings. Specifically, this includes the provision of technical and strategic input to PFAN activities, including planning, monitoring, and external relations, and ensuring quality control of the support services and activities. It includes the management of the relationship with REEEP, the executing Partner. It also involves the identification and sourcing of suitable experts/organizations to partner with, and through which PFAN can deliver its services. To structure those efforts the incumbent will develop, refine and implement the PFAN partnership strategy to expand networks and PFAN network activities including enhancing and expanding cooperation with strategic partners. The nurturing and management of strategic partnerships with key institutions, including but not only with financial institutions, represents a key functional area. The incumbent will work closely with the PFAN Investment Facilitation Team in identifying and profiling potential investors. He/she is also expected to develop and streamline procedures to deliver PFAN services efficiently and effectively, as well as to contribute to the design, development and management of required tools and materials relevant to knowledge management, market intelligence, analysis and learning.

- Funds Mobilization:
Cooperates with other units in-house in mobilizing the funds necessary for project and programme implementation, including from existing and prospective donors of PFAN, as well as through new partnerships. This entails the liaising with donors and articulation of funding proposals and partner institutions for fee for service, as well as support to drafting of quarterly reports highlighting programme outcomes, activities, outputs and achievements, issuance of financial statements and other relevant documents. Recommends approaches to PFAN Steering Committee in terms of resource mobilization.

- Global Forum Function:
Contributes in the preparation of PFAN Global Climate and Clean Energy Investment Forum and other fora activities (preparatory workshops, events, etc.) and in their running. Engages in outreach activities to engage potential investors and partners including represent and promote PFAN to various audiences, and captures and ensures the dissemination of lessons learned and results achieved, linking with other knowledge management platforms. Keeps abreast of technical and economic developments in the area of sustainable energy finance through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends. Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares UNIDO publications and other information dissemination aids and tools.

- Performs other related duties and assignments as required by the Officer-in-Charge of PTC/ENE/CPP or Director of PTC/ENE.

Minimum Requirements



Education

Advanced university degree in Economics or Business Administration or other relevant discipline, ideally with a specialization in sustainable energy finance and/or impact investment.


Languages

English - Fluent # Fluency in written and spoken English is required.
Fluency and/or working knowledge of another official UN language, particularly French and Spanish desirable.


Field of Expertise

A minimum of 5 years practical experience in the field of international finance, including experience working with sustainable development finance institutions, notably impacts investors and Development Finance Institutions.
Acquaintance with the needs, conditions and problems in developing countries.
In-depth knowledge of sustainable energy and particularly climate finance, with demonstrated ability to engage international financial institutions and multilateral development banks on leveraging private investment to reduce reliance on fossil fuels and accelerate financing for renewables.
Ability to build consensus and collaboration among strategic financial and programmatic partners on integrated or joint programmes.
Analytical thinking; planning, organizing and problem solving abilities; good inter-personal skills and team leadership/membership ability; cultural sensitivity.
Excellent verbal and written communication skills; report writing skills.
Ability to work under pressure and to meet tight deadlines.
