We are looking for highly qualified, self-motivated Food Security and Livelihoods (FSL) Coordinator who is able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.   
  
 Who are we?   
  
 The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.   
  
  
Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.   
  
  
In 2012 - 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.   
  
  
With a total of 450 national staff, 50 expatriate staff and an annual budget of USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, Protection, SGBV, FSL, Shelter and Infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Aburoc).   
  
Purpose of the post 
 
Reporting to the Deputy Country Director for Programmes, the FSL Technical Coordinator will provide strategic vision and sectorial technical support to DRC technical FSL Teams (managers and officers) in the field and to Area Managers in order to support the designing and delivery of effective and high quality FSL programming. 
The FSL Technical Coordinator will be responsible for developing the DRC FSL country strategy for South Sudan in coordination with the field teams, the FSL Cluster and the DCD-Programme. The role also involves developing relevant sector strategies including short, medium and long-term strategies in alignment with the overall country strategy and minimum humanitarian and sector relevant standards. 
 
One of the key roles of the FSL Technical Coordinator is to constantly improve programme quality and relevance. This can be done by designing FSL tools based on needs identified in the field, developing innovative approach, troubleshooting issues arising in areas, compiling lessons learned and promoting best practices across sites. While the FSL Technical Coordinator does not directly manage the FSL teams and is not directly in charge of project implementation, they are responsible for the mentoring, capacity building and training of FSL managers and officers based on technical needs identified amongst the staff. 
 
The FSL Technical Coordinator ensure a close collaboration and strong external relations, as required, with clusters, donors and other FSL partners. The FSL Technical Coordinator will identify funding opportunity for DRC in FSL and support the development of programmes with the DCD-Programmes, Grants Manager and field staff. The FSL Technical Coordinator support on networking and partnership development, will attend the national FSL cluster, key sector forums and other relevant working groups, ensuring information flow to and from field sites. 
The FSL Technical Coordinator is based in Juba but is expected to travel frequently to field locations. 
 
Responsibilities and Tasks 
 
To achieve the objectives of the position, the FSL Technical Coordinator will perform the following tasks and undertake the following responsibilities; 
 
Strategic programme development: 
 
  • Develop DRC FSL country strategy in coordination with the DCD Programme and in consultation with South Sudan FSL Cluster and support DRC field teams with local strategy development; 
  • Produce guidelines on DRC strategy and its operationalization in the field for the sector managers. 
  • Provide high level technical advises to DRC Head of Programme and Country Director to support DRC strategic directions in terms of FSL. 
  • Define DRC South Sudan standards of quality, operational procedures, standard FSK tools and standard implementation plans. Ensure their implementation across all DRC FSL activities in all locations;  
  • Identify axes of improvement on the quality and impact of DRC Food Security and Livelihood programming in South Sudan and develop innovative approaches - produce guideline to implements these improvements and innovations. 
  • Identify opportunities and facilitate strategic assessments in the field in coordination with the DCD Programme, MEL Manager and Sector Managers in the field. Participate in assessments when required;  
  • Contributing to FSL proposal development, providing strategic direction, innovative approaches in consultation with DRC Grant Managers and Sector Managers. Support the Grant Manager in the definition and description of FSL activities, on the preparation of log frames with SMART indicators and on the definition of the budget. 
 
External relations: 
 
  • Represent DRC in external meetings related to FSL, attend and engage in strategic discussions during the FSL national cluster meetings; 
  • Present DRC FSL strategy, innovative approaches, assessment outcomes, or/and key achievement in donor meeting or/and in National and State Cluster meetings; 
  • Establish links with all FSL actors and stakeholders; 
  • Stay up to date with donor strategies and practices within South Sudan and provide technical backstopping to the Deputy Country Director - Programme in donor relations; 
  • Maintain close collaboration and good relations as required with donors and other partners. 
  • Identify funding opportunity for DRC in Food Security and Livelihood.  
Staff capacity building: 
 
  • Identify axes of improvement and potential gaps in technical capacity of DRC staff  
  • Prepare a training plan to build the capacity of DRC FSL staff, in coordination with DRC Camp Managers. 
  • Ensure roll out of the agreed Training plan in all sites including preparation of materials and training reports and follow up to the trainings. 
 
Technical advice: 
 
  • Provide technical support and advices to FSL managers and Food Security and Livelihood staff on implementation of FSL activities; 
  • Provide guidance on development of new Food Security and Livelihood activities; 
  • Promote a participatory approach (engagement of affected population) and sustainable approach to Food Security and Livelihood in the DRC programmes; 
 
Coordination and Information sharing  
 
  • Strengthen FSL programmatic synergies between DRC different implementation areas and between DRC’s different projects and donors 
  • Facilitate communication and coordination between DRC FSL staff based in different locations via information sharing, skype group, workshops and trainings. Ensure a strong information flow to and from field sites, including updates to and from the FSL Cluster; 
  • Ensure that DRC FSL programme meets overall program quality and learning standards. Ensures support to Food Security and Livelihood staff with guidelines on quality, impact and accountability. 
  • Support the FSL Team to ensure that DRC is implementing high quality Livelihood programming in accordance with international standards and best practice all across South Sudan  
  • Identify gaps and needs in Food Security and Livelihood programme in DRC IDPs and Refugees sites;  
  • Support the strategic planning and implementation of project activities related to Food Security and Livelihood components of all projects; 
  • Support sector managers in the creation and follow up of work plans for FSL activities across Food Security and Livelihood projects; 
  • Ensure link and integration of Food Security and Livelihood activities with other DRC sectors (CCCM, Protection/SGBV, NFI/Shelter, WASH and AVR). 
  • Support sector managers on donor reports preparation and review for FSL projects – review performance/progress assessments against pre-defined project objectives, outputs, activities and indicators; 
 
Required qualifications and competencies  
 
  • A degree in agriculture, agribusiness, social sciences, international development or equivalent degree qualifications (masters level preferred); 
  • At least 5 years’ experience in food security, agricultural and livelihood support and food security programming in post conflict and volatile security environments;  
  • Solid experience (4 years) in project cycle management, including proposal writing, budget management and donor reporting; 
  • Proven experience in conducting emergency market and food security & livelihoods assessments; 
  • Proven experience in cash based and urban programming; 
  • Experience of coordinating FSL activities in emergency and camp settings; 
  • Experience of coordinating activities across different projects and locations; 
  • Experience in emergency seeds, fishing and tools distribution, Farmer Field School Approach, Income Generating Activities, Village Saving and Loans, vocational training; 
  • Proven experience of capacity building and training, including preparation of materials and facilitation and roll out of a training plan; 
  • Proven experience of preparing project proposals and log frames for FSL projects for donors; 
  • Experience with different donors i.e. EC, BPRM, UNHCR, ECHO, OFDA, FAO, CHF and DANIDA preferred; 
  • Demonstrated experience in meeting high, evidence-based monitoring and evaluation standards; 
  • Experience of designing and using tools for monitoring programme activities and achievements against the LFA; 
  • Understanding of and experience in engaging the cluster system in IDP camps;  
  • Ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies; 
  • Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team; 
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability;  
  • Patience and understanding to work with and develop capacity of national staff; 
  • Experience delivering programmes to tight deadlines;  
  • Good computer and IT skills and strong communication and writing skills;  
  • Fluency in written and spoken English language; 
  • Ability and willingness to work in remote and isolated location with ever changing security scenarios. 
 
Desirable qualifications  
 
  • Consistently approaches work with energy and a positive, constructive attitude;  
  • Prior experience in South Sudan an added advantage; 
  • Self-motivated and able to work with a minimum of guidance and supervision; 
  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.
