Background

Under the guidance and direct supervision of the Deputy Resident Representative (DRR), the Programme Analyst M&E provides advice to senior management regarding the day-to-day management of the office. This includes the implementation of results-based management, the establishment of strategic partnerships and resource mobilization, in accordance with corporate standards. He or she facilitates the establishment of a customer-oriented culture and provides advice and guidance to the programme staff in the correct application and use of programming tools, rules and policies of the UNDP in the following fields: Corporate Policies, results-based management, planning, monitoring and evaluation, resource mobilization, relations with donors.

Duties and Responsibilities

1. Ensures the implementation of results-based management focusing on the following results:

  • Supports the UNDAF review process and follow-up of the annual results according to the UNDAF M&E guidelines, in collaboration with other United Nations agencies;
  • Performs quality control and advice in the preparation of the Program Document Country (CPD), the Country Programme Action Plan (CPAP), the Results-Oriented Annual Reports (ROAR), the Integrated Work Plan (IWP), and the Office Work Plan;
  • Serves as focal point of the Balanced Score Card (BSC), ensures and performs the establishment, monitoring and re-adjustment of the annual goals.

2. Supports Management in the planning, monitoring, and the strategic management of resources.

  • Supports monitoring of project activities (assistance in determination of substantive revisions, compliance of reports to donors and partners in a timely manner, identification of alternatives on the basis of lessons learned, response to requests to management, compliance with monitoring visits plans);
  • In close collaboration with Programme and Operations, contributes to the development of the Plan of the Office as well as to the managerial work plans, and reports on the results;
  • Monitors changes to policies or guidelines that affect management of the program and facilitates their incorporation in the processes of the office;
  • Monitors and updates the CO’s compliance with corporate guidelines, both in Programme and Operations, in particular in relation to the annual plan of office and its milestones;
  • Ensure the correct management of projects in accordance with the established delegations in the CPAP and the guidelines of the Regional Bureau; and the timely closure of projects;
  • In coordination with Programme and Operations, develops and monitors the programme pipeline and Project Tree in Atlas.
  • Ensures entry of data of new grants into Atlas in the form of Annual Work Plans (AWPs), monitoring of AWPs status;
  • Designs tools and reports for monitoring the performance of the Program;
  • Monitors assignment, delivery rate, and availability of the funds TRAC, 11888, and other resources of the office;
  • May manage projects funded with Development Advisory Services (DAS) and Development Support Services (DSS) resources and any other project of a strategic nature as requested by Management;
  • Monitors project cost-recovery and provides proposal for the use of extra-budgetary (XB);
  • Focal point for all Audits of the CO

3. Provides advice to Management for the continuous improvement of the efficiency and effectiveness of programs, providing regular reports on the related indicators 

  • Identifies bottlenecks in the processes associated with the project cycle and suggests actions to improve efficiency;
  • Provides alternatives and suggestions to Management on matters related to the linking Programme/Operations;
  • Supports Management in establishing and re-adjusting the annual goals of the BSC, the use and monitoring of the BSC and provides inputs for the annual report of result;
  • Supports Management in the operationalization of their responsibilities in the internal control framework. Leads the provision and collection of inputs for the improvement and updating of the Standard Operating Procedures of the Office.

4. Develops and implements a solid policy of M&E through the following results: 

  • Guides the elaboration and ensure regular follow-up of the M&E Plan for the Country Programme;
  • Through dissemination and policy orientation of the corporate assessment and the evaluation plan for the office, ensures compliance with the plan in accordance with corporate standards;
  • Provides advice to the Program Officer for the elaboration of terms of reference for evaluation, participates in the selection of the evaluation team and provides feedback to the evaluation reports;
  • Acts as liaison with the national counterpart of coordination by facilitating their participation in the processes of planning and evaluation of the Program;
  • Follow-up to the evaluation recommendations and ensure the optimal use of the assessments by providing guidance in the timely preparation of responses;
  • Ensure the Evaluation Resource Centre (ERC) site is up-to-date.

5. Supports the  implementation of the resource mobilization strategy ensuring the following:

  • Facilitates the identification of opportunities for resource mobilization in the country based on the collection of information on resource availability and interest of the donors (donor intelligence);
  • Facilitates the use of analysis tools such as (RM Toolkit, survey partnership survey and donor database);
  • Prepares reports on the UNDP contribution to the indicators of programme efficiency, effectiveness and development results;
  • Ensures compliance with the commitments established in donor agreements.

6. Advises and supports the development of the capacity of the programme staff on the policies and corporate guidelines and ensures facilitation of knowledge building and management.

  • Provides advice to the programme staff on the design of project documents (link to project with Strategic Plan, CPAP and national priorities, programme approach, consistency of the results, products and activities, formulation of indicators, UNDP cost-recovery policy, compliance with the legal framework, risk management, management arrangements and management structure);
  • In coordination with Operations, coordinates micro-evaluations of partners under HACT as well as risk assessment to recommend measures for financial assurance;
  • Ensures compliance with corporate standards by performing quality control of project profiles, project documents, reports and reviews;
  • Coordinates with HR the training needs of the program and project staff on RBM, Monitoring and Evaluation, and tools and techniques for the management of projects and programs;
  • Provides advice and ongoing support to the program unit with a view to ensure compliance with corporate requirements;

Required Skills and Experience

Education:

  • Master's degree or equivalent in international relations, political science, economics or related social sciences

Experience:

  • 2 years of relevant experience at the national level and international affairs in the international development.
  • Experience in the design, monitoring and evaluation of projects.
  • Experience in the use of computers and software packages, handling management systems.

Language:

  • Fluent in English
