Purpose for the job
Under general guidance of the Chief, Procurement Services supports Procurement Services partner relations, assesses risks of PS undertakings, advises on measures to manage risks and assists with PS policy development. Drafts or reviews Procurement Services agreements, and manages complex projects.
Summary of key functions/accountabilities:
- As assigned by the Chief, Procurement Services, leads complex business negotiations, e.g. involving several parties. Prepares guidance notes for project start-up and manages stakeholders critical to project implementation.
- Maintains partner relations of internal partners and external development partners through the development of mutual communication mechanisms.
- Reviews and improves standard Memoranda of Understanding (MOUs) on PS, including various language versions. Tailors standard MOUs to specific country or project requirements while ensuring compliance with UNICEF rules, regulations procedures and standards. Drafts specific project agreements. Coordinates MOU management, comprising related data management and reporting.
- Assesses risks of PS undertakings and provides risk-informed advice to Chief, PS, SD colleagues and UNICEF Country Offices. For areas in which other SD Units also exercise risk management, the PS Manager shall coordinate risk management efforts.
- Provides advisory support to SD Units and Country Offices which have initiated discussions with or are engaged in executing PS contracts for governments, IFIs, NGOs and UN Agencies. Performs comparative analysis of IFI procurement procedures with UNICEF’s procedures.
- Provides project management and coordination support to SD units, UNICEF country offices and other UNICEF divisions in relation to risk mitigation, partner relations and MoU negotiations.
- Reviews and advises on policy formulation for PS. Contributes to policy issues for review by the Procurement Services Review Committee (PROSERVE).
- Provides advisory support to other Division Centres and to the Director with regard to specific business issues, agreements, policy and legal documents. Comments on Division Procedures, Supply Directives, other UNICEF Rules and Regulations, as well as planning documents.
- Participates in SD Workshops, Orientation Sessions and other events. Provides training on PS, particularly with regard to MOU management, to other Supply Division Centres.

Education:
- Advanced Degree (Master’s or higher) in Business Administration, Social Science, Law or related field.
- Additional background in economic, management or engineering discipline would be an advantage.
Experience:
- Minimum of seven years of progressively responsible work experience in negotiating and reviewing international business agreements.
- Proven expertise in risk assessment and legal analysis related to the international public and commercial sector.
- Experience with and knowledge of IFI and international donor mandates, structures and procedures in the development area, particularly knowledge of procurement procedures for supplies and services (invitations to tender, bid preparation, evaluation).
- Experience in management of complex (multi-year, multi-country, multi-party) projects, resource mobilization experience, supply and transport management experience, and field postings are an asset.
Language requirements:
- Fluency in English and another UN language required.
- Further language skills will be an asset.
