The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire.
NRC has been present in Iraq since 2010, with offices located in Anbar province, Baghdad, Erbil, Dohuk and Kirkuk. We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile. Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq. Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.
Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters. We pay particular attention to gender equality and ending gender-based violence (GBV).
More recently NRC in Iraq has been responding to the ongoing Mosul crisis, where it is estimated that 1.2 million people are in grave danger.
Deputy Country Director
The purpose of the Deputy Country Director position is to manage and oversee the Area Offices, offloading the Country Director in managing complex country operations.
Role Specific Information
Generic responsibilities:
- Accountable for holding Area Managers responsible for results and compliance with relevant NRC policies, guidance and procedures
- Line management responsibility: performance management and staff development of the country’s Area managers assigned from CD
- As a Country Management Group member contribute to the development and execution of country strategy
- Ensure that country strategy is delivered and implemented in the Areas assigned from CD
- Oversee the implementation of safety and security policies in Area Offices
- Responsible for ensuring CD is fully updated in a timely manner on Country-wide programme implementation
- Responsible for implementation and adherence to NRC generic governing structures and systems in Area offices, incl. transparent decision making processes, timely and adequate flow of information and management meetings
- Promote the rights of displaced populations (IDP’s/returnees) in line with the advocacy strategy
Generic responsibilities:
- Ensure ongoing management and support to area offices operations to facilitate compliance, adequate procedures and processes, timely and quality project implementation and appropriate budget planning and management, and cost efficiency;
- Ensure appropriate communication with Head of Support and head of Programme to facilitate smooth and efficient operations, timely decision making and support to all NRC field operations in Iraq;
- Ensure due management processes are established at the area level including proper information dissemination, area management structures, performance management and staff development and similar;
- Hold Area Managers responsible for results and compliance with relevant NRC policies, guidance and procedures;
- Ensure continuous improvement, learning and innovation based on operational experience and needs, related to shifting needs, programmatic responses as well as to support functions, security and safety management and other areas;
- Represent NRC Iraq with a diverse range of governmental, humanitarian and communal stakeholders
- Contribute to the development and execution of country strategy and its operationalization in all areas;
- Ensure strong leadership and clear communication of vision, strategies, procedures and guidelines including when acting as the Country Director.
Our Ideal Candidate:
A highly experienced professional with a minimum of 5 years’ experience working as a Senior Manager in humanitarian/recovery context. Strong leadership skills and proven result related to the position’s responsibilities, including financial and people management. Knowledge of the context in Iraq and the Middle East. Knowledge of Arabic is an edge.
We are looking for a strategic thinker that is able to handle high pressure environments, can build trust and empower others and that has a strong network ability and decision making.
