Purpose of the Job:
The Education Project Manager (based in Herat) will oversee the design and implementation of Education programmes in the West Region. The Education PM will work under the direct supervision of the West Area Manager in the Herat office. He/she will work under the close technical guidance of the Education Specialist in Kabul. He will also work very closely with NRC’s other units in the Herat office, to implement joint programmes especially ICLA, Emergency and Shelter.
The Education PM will play a critical role in helping design and implement new Education projects in the West Region– and in documenting lessons learnt from these initial projects to shape the country office’s Education strategy moving forward.

Job description

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and core competencies strategies, initiate and participate in the development of relevant core competencies projects
  • Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area program Manager and the Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Ensure YEP, ALP and EiE activities are implemented/implementing to the plan, and with high standard of quality throughout the western region.
  • Ensure high level of coordination with all internal and external stakeholders particularly with Herat Department of Education as well as Department of Labour, Social Affairs, Martyrs and Disabled.
  • Ensure quality of Education activities in western region
  • Initiate and/or actively participate in new project designing and developments in the western Region.
  • Line management of project staff Contribute to the development of Country, Area and Education strategies, initiate and participate in the development of relevant CC projects
  • Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and Education Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget (in cooperation with other CCs)
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Qualifications

  • University degree within Education / Management/ Development. Master is an asset
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical Education expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Experience in Education in Emergencies is an advantage
  • Strong management skills, including personnel and financial management
  • Experience in capacity building and training of staff
  • Experience of proposal and report writing
  • Experience in logistics and administrative management
  • Experience of coordination and advocacy work
  • Political and cultural awareness and experience of working where insecurity is an issue
  • Advanced computer skills
