Protection Project Manager-North

DRC work with three programmatic directions primarily, 1) acute emergency response 2) response to protracted displacement and promotion of durable solutions and 3) support to prevention of root causes of displacement. 
 
The overall objective for DRC in Yemen is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with the more immediate objectives of focusing both on the immediate humanitarian needs, protection and self-reliance support as well as a more long-term focus on capacity building. The Yemen operation falls under the East Africa and Yemen Regional Office which it is based in Nairobi. DRC’s central office is located in Sana’a with a hub office in Aden as well as several smaller field offices throughout the country. Current programme sectors include Protection (Mixed Migration, IDPs, Child Protection and Mine Risk Education), Food Security/Livelihoods, WASH and Shelter. DRC is also scaling up its operations in response to the current humanitarian crisis in Yemen.   
 
Duties and Responsibilities 
The DRC Protection Project Manager - North reports to the Head of Programme and will support DRC’s Yemen protection and humanitarian responses in the northern governorates and provide technical and operational management that ensures quality programming in both design and delivery.   
 
The Protection Project Manager is responsible for i) providing technical supervision of protection and child protection programming in the northern governorates, ii) building capacity of  staff members iii) ensuring protection is mainstreamed during the design and delivery of all projects being implemented in the northern governorates,  iv)   the coordination of DRC protection activities through the relevant sub-clusters and other fora, as needed, and v) supporting the development of the protection program strategy for Yemen.  S/he will work closely with the Head of Program and national protection and child protection managers to ensure the development of integrated programs and support advocacy work in the Yemen Country Program. S/he will technically and strategically coordinate with the DRC regional protection coordinator based in Nairobi. The below list of responsibilities is not exhaustive; other tasks maybe requested to adapt operational needs. 
 
General Management 
  • Line manage national protection project managers based in Northern Yemen. 
  • In coordination with the national child protection manager, line manage the child protection team in the North. 
  • Ensure high quality project implementation in accordance with donor and DRC regulations and agreed log frames/indicators, budgets, procurement plans, and work plans of all protection programming in the northern governorates. 
  • With Head of Program, Head of Operation, and with the protection project budget holders, supervise that activities and expenses are regularly monitored and that action plans are developed to correct any over- or underspending in a timely manner. 
  • Work with Communications, Advocacy and Program Support Officer to ensure that the protection program is well documented and that the institutional memory of DRC Yemen is preserved. 
 
Representation/coordination with external actors 
  • Represent DRC in meetings relevant to DRC’s work in Yemen, including meetings with partners, donors, government officials; MMTF; MMWG and cluster/sub-cluster meetings as assigned. 
  • Ensure DRC’s mandate is shared and explained to relevant stakeholders. 
  • Pro-actively liaise and build rapport with local officials, community representatives, UN agencies, and any other relevant stakeholders. 
 
Program Quality  
  • In consultation with the Protection Sector Lead, Head of Programs, and DRC staff, support the development of Yemen’s protection strategic planning documents.   
  • Provide technical support to protection staff, particularly in the following programmatic areas: community-based protection and protection in emergencies including protection monitoring, child protection, GBV, PSS, and legal assistance. 
  • Ensure regular and critical review of the protection sections of the country strategic and action plans. Follow-up on the action plan and report against program indicators. 
  • Stay abreast of emerging and best practices in protection and share information with the protection teams. 
 
Donor Relations / Funding 
  • Represent DRC with implementing partners, government, and donor entities. With the Country Director, Head of Program and Protection Sector Manager, support the development of a fundraising strategy as well as strong relationships with donors to ensure predictable funding for DRC’s protection programming in Yemen. Identify strategic opportunities related to the protection sectors. 
  • Ensure that high quality, integrated, and needs-based proposals are developed and according to DRC Yemen priorities identified in its country strategy. 
 
Administration: Finances, Human Resources, and Logistics 
  • Review and approve official documents (contracts, payments, purchase orders) within approved parameters and in compliance with DRC’s and donors’ rules and regulations, and Yemeni law. 
  • Provide appropriate and timely technical feedback to program staff regarding their performance, including annual staff performance appraisals. Identify needs and opportunities for professional development. 
  • Support project managers to develop job descriptions and recruit qualified protection staff (national and international). 
 
Monitoring, Evaluation, Accountability, and Reporting 
  • Ensure that all protection project kick-off, close-out, and quarterly review meetings are conducted according to requirements, documented, and action points followed up in a timely manner. 
  • Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle wherever possible and appropriate. 
  • Ensure that all protection projects have an M&E plan and are accountable to the targeted community.  Supervise the implmentation and ensure key lessons learned and beneficiary feedback are incorporated in new protection project proposals. 
  • Work with Head of Program to strengthen HAP implementation in all protection programming. Ensure reporting deadlines to donors are met, including allotment of sufficient time for the Regional Office to comment on reports.

Qualifications and Experience  
  • Post-graduate qualification in the field of law, social sciences/humanities 
  • An excellent professional track record with a minimum of five years of work experience, with at least three years of oversees experience in a managerial role; technical knowledge and experience in at least one of DRC Yemen’s priority protection sectors:  mixed migration, child protection, and/or IDP protection.  
  • Experience working in insecure environments with demonstrated ability to adapt to culturally different and challenging environments 
  • Work related experience from the East Africa and Yemen region or similar complex displacement situations. 
  • Fluent in written and spoken English with excellent writing and verbal skills for project proposals, reports, and communications.  
  • Successful track record in initiating, cultivating, and securing support from a range of institutional and private donors 
  • Excellent M&E knowledge and experience, including understanding of how to conduct assessments and analyse data 
  • Ability and willingness to network with a wide variety of stakeholders 
Ideally, you also have: 
  • Field protection experience in Yemen or in Middle East region is an added advantage 
  • Proven experience in leading training and conducting research will be added advantage 
  • Having a clear understanding of the regional protection situation in the EYA region 
  • Arabic skills is considered an asset 
  • Attended HEAT or similar training in the last 24 months

Conditions 
 
Availability: March2018 
 
Duty station: Sana’a, Yemen with frequent travel to areas of implementation and other offices depending on the security context. Yemen is a hazardous environment and is not a family duty station.  The selected candidate must adhere to all security precautions and contribute to the security of the team. S/he must be able to exercise a large degree of common sense and personal discipline.  
 
Reporting: Head of Programme 
 
Duration: 1year contract possibility of extension, subject to performance and Funding.  
 
Contract: Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A14 for qualified National staff the terms of employment will be in accordance with DRC terms for National staff
