Who are we? 
 
Danish refugee council has been operating in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include refugees, asylum seekers and economic migrants in Tripoli area and in the south west of the country, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and a field office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations.
 
 
  
About the job
 
The CTP Assistant is responsible to provide technical and administrative support to DRC's programs aimed at protecting and delivering assistance to Libyan IDPs and vulnerable local non-displaced populations. To this end, the CTP Assistant will liaise with DRC staff across departments and implementing partners to ensure compliance with cash SOPs and the maintenance of SOP-compliant records during programming as directed by the Humanitarian Program Manager, Cash Advisor and Cash Officer.
 
 
Your main duties and responsibilities will be:
 
Programming 
 
  • Uphold the professional standards related to cash programming in humanitarian assistance.
  •  Develop a strong understanding of DRC's cash programming procedures and standards.
  •  Conduct a market price monitoring in Tripoli on monthly basis.
  •  Conduct Financial Service Providers mapping in Tripolitania region.
  •  Conduct Household surveys either by phone or by House visits.
  •  Monitor cash delivery mechanisms available within the area of operation to provide inputs upon request.
  •  Receive lists of households selected as eligible for cash assistance by the supervisor, and prepare supporting documents for the release of cash transfer if required.
  •   Follow up the filing and archiving procedures in place. Particularly, ensuring the proper and safe filing of all cash distribution related documents (hard copies and scanned copies).
  •   Provide clear briefings to cash recipients on the field about the humanitarian cash process and the complaints mechanism.
  •   Provide regular verbal feedback on field observations and verification findings to the Cash Officer.
  •   Uphold the highest standard of confidentiality when managing records to ensure beneficiary dignity and privacy.
  •   As time allows, support other program activities, such as rapid assessment and M&E as directed by manager.
  •   To act as Libya cash focal point in the absence of the Cash Officer.
 
Reporting 
  • Contribute to the production of quality and timely reports on program activities. 
  • Provide weekly reports to the Cash Officer, including accurate figures of distributions done and challenges encountered, in the agreed format. 
 
Representation 
  • Develop and strengthen relationships with local partners and communities in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders. 
  • Operations 
  • Contribute to the effective implementation of all operations support activates, including related to administration, finances and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directive and policies as communicated by the Humanitarian Program Manager and/or the relevant support departments.
 
Other 
  • Conduct other tasks as requested by the line manager for the effective implementation of DRC’s project, including translation, support to capacity-building activities and other duties. 
 
 
About you
 
To be successful in this role we expect you to have 1-2 years of professional experience in the field of social work, humanitarian intervention, community development, or any other relevant field.
 
Moreover, we also expect the following:
 
Required  
 
  • Previous experience in cash programs, logistics, or information management desirable 
  • Previous experience working with Civil Society Organizations (CSOs) and local communities. 
  • High-level of computer literacy.
  • Achieved successfully the seven (7) e-learnings in the following linkhttp://www.cashlearning.org/resources/e-learning.
  • University Degree in the field of BA, social sciences, psychology, political sciences, development or any other related field.
  • Fluency in written and spoken English and Arabic.
 
 
Desirable
 
  • Internal: Program implementation team (Libya), Program management team (Tunis), Operations support departments (Libya, Tunis). 
  • External: beneficiaries, local communities, local authorities, service providers, Cash and Market members and local actors.
