The UNICEF Programme in Cooperation with the Government of the Republic of Zambia (GRZ) is designed to address and mitigate the triple threat of poverty the country’s children face, while responding to the needs with interventions addressing the multiple causative factors.

In response to the combination these threats involve the Programme supports national efforts to improve service delivery in the key areas of: child health and nutrition and HIV and AIDS, quality basic education, water, sanitation and hygiene education, child protection and social policy, advocacy and communication. 

How can you make a difference?

The Research Specialist will report to the Chief, Child Protection (Level 4). This position will oversee research initiatives under the SEEVCA programme within the Child Protection and Social Policy & Research sections. The incumbent will guide methodological and operational decision-making and will ensure that research-based SEEVCA project activities achieve their goals on time and within budget, working closely with individual consultants and institutions to ensure a comprehensive body of research is responsibly, efficiently, and ethically produced.

Working under the guidance of the Chief of Child Protection, the Key function, accountabilities and related duties/tasks will include the following;

1. Co-ordination and research:

  • Oversee the research agenda, ensuring that all ethical review processes are undertaken in a timely manner and that research adheres to UNICEF’s Ethical Standards in Research, Evaluation, Data Collection and Analysis
  • Serve as Secretariat to the steering committee for SEEVCA research
  • Provide support for the development of Terms of Reference and recruitment for individual consultants or consultancy firms to carry out assessments.
  • Manage the research contracts and ensure quality assurance of the research process 

2. Reporting and dissemination:

  • Manage the collection, analysis, and user-friendly presentation of data on child and family welfare
  • Provide timely, regular, data-driven analysis for effective prioritization, planning, and development of SEEVCA implementation
  • Support dissemination of milestone products to UNICEF and partners through websites, UNICEF intranet or other appropriate fora and through preparation of analytical written materials, briefs, and participation in relevant conferences and policy discussions. 

3. Technical support:

  • Manage operations for SEEVCA research initiatives, building positive relationships with Government, civil society, and other stakeholders, subcontractors and project teams while ensuring timely and high-quality deliverables
  • Support research UNICEF ZCO through technical advice, including on data collection methodologies, research protocols and monitoring and evaluation, and identification of partners. Support expert consultations, and identify data and reference materials related to the research project.

4. Contribute to the overall research activities of ZCO and contribute to other areas of UNICEF’s research programme. Act as a resource person for key meetings and advocacy activities as requested by the Supervisor.

To qualify as a champion for every child you will have…

  • An Advanced university degree in social sciences, development planning, social and public policy, social work or related technical field.  Ph.D. with research experience desirable.
  • A minimum of five years of progressively responsible professional work experience at national and international levels in research and research co-ordination and evaluation.
  • Experience in multi-method research, particularly in relation to comparative social policy, programme monitoring and evaluations.
  • Technical and practical specialization in the field of social policy, family policy and family support, including familiarity with relevant literature, professional networks and policies and programmes in different regions.
  • A strong record of professional publications in relevant academic and policy areas.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
