Background information - IPMG

UNOPS strategic focus places increased emphasis on national capacity development and sustainable approaches to project management, procurement and infrastructure services.  A key objective is to be recognized as an organization that delivers world-class infrastructure and project management, which is both economically and socially sustainable, even in the most challenging environments. To achieve this goal, UNOPS has established the Infrastructure and Project Management Group (IPMG).

Within UNOPS, IPMG’s objectives are to serve the organization’s personnel and partners by broadening their infrastructure and project management capabilities, while disseminating best-practices in both of these areas. Through this work, the group helps facilitate the successful delivery of programmes and projects around the world.
To achieve its objectives, IPMG has established three interrelated and interdependent work streams, namely, Strategic Initiatives, Standards, and Conformance. IPMG is managed overall by the Director of IPMG and supported by a Programme Support Unit.

The Strategic Initiatives team works to develop methodologies and tools to improve development outcomes as well as assist in the positioning of UNOPS at the highest levels in related fields, including various global agenda focus areas, such as resilience and sustainability.

Working within the Strategic Initiatives team, the successful incumbent will be expected to be responsible for providing technical support to Strategic Initiatives activities, with special focus on the Capacity Assessment Tool for Infrastructure (CAT-I); as well as contributing to the overall administration of the team.
The Sustainable and Resilient Infrastructure Analyst will be based in Copenhagen; however, the incumbent may be required to travel to support Strategic Initiatives activities in the field.

Functional Responsibilities

The Sustainable and Resilient Infrastructure Analyst may be required to complete the following:

Strategic Support

  • Support the development and piloting of frameworks, manuals, capacity tools and methodologies focused primarily on supporting capacity development on sustainable and resilient infrastructure systems;
  • Support the development of initiatives for increasing knowledge and developing an applied understanding of sustainable and resilient infrastructure;
  • Support the development of awareness material including case studies, that promotes UNOPS infrastructure activities internally and externally across UN Agencies and the Private Sector;
  • Support the mainstreaming of sustainable and resilient infrastructure within UNOPS policy and standards;
  • Support the development and maintenance of Strategic Positioning knowledge and information systems including website and share-point services;
  • Support other UNOPS strategic initiatives in infrastructure, and ensure consistency in approach across such initiatives

Operations Support

  • Support the building of sustainable and resilient infrastructure knowledge, skills and competencies at the HQ, Regional and Country levels;
  • Support missions preparation to pilot UNOPS sustainable and resilient infrastructure tools and frameworks;
  • Support the design and implementation of pilot projects around the issue of sustainable and resilient infrastructure and its application within the development and infrastructure systems management contexts;
  • Support Strategic Initiatives’ activities with operational support;
  • Own various tasks, work packages and projects as outlined and assigned in the annual work plan;
  • Timely delivery of products and work packages under the supervision of supervisors;
  • Provide research and data collection on topics upon request by supervisors;
  • Perform other duties as and when assigned

Reporting & Tools

  • Identify areas for improvement and provide on-going maintenance and updates of the Strategic Initiatives workspace with the most current information;
  • Drafting and full editing of articles, presentations, e-mails and other communication;
  • Collaborate with colleagues for mission reporting – filing and follow up actions as required, when applicable;
  • Support the team with stakeholder management (internal and external) and establish communication strategy for effective outreach;
  • Support the monitoring of SI workplan activities.
  • Support the preparation of communication materials including Blogs, Newsletters, Weekly/Monthly Updates and Bulletins to promote Strategic Initiatives’ achievements;
  • Support production of reporting - quarterly progress reports, management reports, and end of year report; including Development of IPMG and Strategic Initiatives workspace with new case studies, client profiles, UNOPS best practice;
  • Using MS Sharepoint (or any technology adopted by UNOPS)  to update the Intranet Page for the Strategic Initiatives team;
  • When requested, support IPMG Communications focal point for improvements to existing and new infrastructure/project management intranet with focus on usability for project managers and field offices; support in updating intranet page specific to the stream;
Monitoring and Progress Controls
  • Setting standards, personal and development objectives in Performance Evaluation Review;
  • Responsible for monitoring and reporting on set goals, targets and performance requirements against the Performance Evaluation Review and work plan;
  • Ongoing assessment of task completion, which meets quality expectations;
  • Successfully meeting deadlines based on workplan; and
  • Completing progress reports as requested.

Education/Experience/Language requirements

Education

  • Candidates must hold a Master’s Degree in: Civil Engineering, Architecture, Construction Management or other relevant discipline.
  • A first-level University degree or Bachelor's or equivalent in a related field of study with 2 additional years of relevant work experience may be accepted in lieu of Master’s Degree requirement.

Work Experience

  • 2 years of professional experience in infrastructure field is required, when combined with a Master's Degree; 4 years of professional experience in infrastructure field is required, when combined with a first- level University degree
  • Experience working in developing countries in an international environment is required;
  • Experience working with a variety of institutions; including UN, government/public institutions, private sector, and or research/academia in the field of engineering is required;
  • Experience with MS Office is required;
  • Experience developing analytical frameworks is required;
  • Experience with infrastructure in UNOPS context is considered an asset;
  • Experience working with the global policy frameworks around sustainable and resilient infrastructure is considered an asset;
  • Experience with MS SharePoint is considered an asset;
  • Understanding of project management/infrastructure and engineering technical standards and language is considered an asset;
  • Experience developing software based tools is considered an asset.

Languages

  • Fluency in English required;
  • Fluency in French and/or Spanish is considered a valuable asset.
