Context:

IOM Iraq’s Communications with Communities (CwC) programme is a critical component of IOM Iraq’s overall humanitarian, stabilization and migration management programme portfolio. CwC helps to meet the information needs of displaced persons and migrants and is based on the principle that information and communications are critical forms of assistance to affected populations. CwC is an essential tool in ensuring “Accountability to Affected Populations (AAP)” which is one of the key humanitarian principles specified in the Inter-Agency Standing Committee Commitments on Accountability to Affected Populations (IASC CAAPs). At the World Humanitarian Summit in 2016, the importance of community engagement and Accountability to Affected Populations was also highlighted, as well as the need to capture the quality, and the effectiveness of the type of assistance being provided to the affected communities. CwC also serves as an effective monitoring and evaluation tool for IOM Iraq. Through feedback and community engagement IOM can further improve its programmes making it more efficient and effective as per the needs of the community.

Under the overall guidance of the Chief of Mission (CoM), the direct supervision of the Emergency and Programme Coordinator and in close coordination with Heads of Offices and Project Managers, the successful candidate will be tasked with the implementation of Communications with Communities activities as a cross-cutting theme across all relevant IOM Iraq programmes, with a special focus on Accountability to Affected Populations. Page 1 / 3Core Functions / Responsibilities:

1. Coordinate CwC activities, integrating CwC and AAP in relevant project proposals, ensure effective implementation, including the development of CwC tools and the production and dissemination of various CwC products for affected populations throughout Iraq. 2. Advocate within IOM for increased communications with crisis-affected populations as part of IOM programmes in Iraq and train field staff in awareness raising activities and feedback mechanisms, particularly in support of the Community Resource Centres (CRCs). 3. Develop partnerships with external local and international agencies and organisations to strengthen the CwC programme and facilitate maximum outreach to relevant communities. 4. Be the IOM focal point for the Iraq Interagency Internally Displaced Persons (IDPs) Information Call Centre; this includes following up, disseminating feedback and other relevant data from affected populations and the IDPs Information Centre to IOM project managers. 5. Advocate within IOM for increased AAP activities throughout its programmes in Iraq. Train field staff on AAP including its importance and relevance in IOM programmes and operations. 6. Manage the staff of the CwC unit and oversee the work of project contractors, including script writers, artists, graphic artists, web designers, editors and other contributors to improve and maximize quality and accuracy of CwC products produced and disseminated in affected areas. 7. Provide inputs to Public Information (PI) products with regards to the CwC material, outreach and coordination when necessary.

8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Communications, International Development or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience working on communications, ideally in humanitarian emergencies, with a focus on AAP;

• Experience as a project/programme manager and supervisor in the context of humanitarian emergencies;

• Understanding of proposal development and donor reporting requirements; • Direct experience in creating media, publishing on the web, newsletters, radio programmes and other media;

• Excellent inter-personal and supervisory skills.

Languages

Fluency in English is required.
