SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The MCH Promotion Officer will ensure the successful implementation of related activities to achieve its objectives. He/she will ensure the implementation of all components and quality of the services as well as the appropriate use of its resources in conformity to the MCH promotion concept, MoPH policy, the implementing, monitoring, evaluation and reporting. In coordination with the BPHS team he/she has a personnel responsibility of leading the project. The Officer also ensures that activities are completed on schedule and within the budget. Working with the school teachers and support of the students as well as coordination with the head of health facilities are one of the main responsibilities of the position. He/she works in close co-operation with BPHS and Education project managers, Health and Education Technical unit at Kabul Management Office. He/she collaborates closely with school consultant’s/health supervisors and regularly contacts/briefs the related provincial authorities.

Qualifications & Requirements:

  • Graduated from Medical university or from Nursing/Midwifery school 
  • At least three years’ experience within relevant field preferably with management experience
  • Experience in clinical work and training facilitation
  • Fluent spoken and written Dari and Pashto, (English desirable)
  • Strong interpersonal and communication skills and capacity to deal with different rural communities
  • Enough qualification of supervision
  • Highly motivated to work with different level of professional in any selected areas with different background of working
  • Qualification on essential medical skills
  • Decision making skills and problem resolution skill
  • Understanding and carrying out of the theoretical session on the practical areas
  • Teaching skills
  • Ability to take initiatives, and pursue work proactively without being intensively supervised
  • Good supervisory, leadership, analytical and troubleshooting skills
  • Ability to support colleagues and provide/receive constructive feedback
  • Some knowledge of report writing
  • Familiar with health education skills, and knowledge of environmental health
  • Computer knowledge at operational level, SCA uses Ms Office standard software
  • Ready to work, live and travel in an intricate and strenuous environment

Main Responsibilities:

  • Ensure that all the health education material are printed and available in the targeted health facilities and schools
  • Providing an appropriate environment for schools.
  • Regular supervision of all health educator “teacher and students”, from the beginning of the programme up to end
  • Taking and controlling the educators “teachers” time sheets
  • Providing a good environment for of the instructions and hygiene objectives to the students
  • Promote hygiene among students, find the weakness, focus on the needs and support them through initiating proper mechanisms
  • Support teachers and students to find the answers to their questions and using the theoretical sessions
  • Share problems, report to (health program management unit and (Education program management unit)
  • Follow up and feedback to the health educators “teachers, students and health providers”
  • Responsible for drafting Quarterly Reports
  • Ensure quality of the MCH promotion activities through regular technical follow ups and assessments
  • Maintain regular communication and discussions with MCH, BPHS, PPHD, PED and Education project manager and update on the progress and the project events. Share ideas and concerns to reach the appropriate decisions and solutions
  • Represent the MCH promotion activities towards the provincial administrative, education and health authorities as well as the various coordination bodies
  • Establish suitable meeting structures that enhance the consistency of the project concept and methodologies in the schools and HFs and enhance flow of information and sharing of experiences at the various levels of the programme
  • Actively advocate for health improvement
  • Carry out any other duties as directed by immediate supervisor

  • Act as a good mentor for, teachers, health educators and students
  • Enough experiences to supervise the work
  • Ensure that the beneficiaries are getting health lessons in best way, and it’s visible
