Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has built up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Associate Professionals in the Division of Country Programming will be responsible for a range of analytical and operational tasks necessary to support i) country’s relationship management and strengthened engagement with the Fund view to facilitate access, ii) development of high impact climate finance related readiness proposals and country programmes.

Duties and responsibilities

• Provide analytical and operational support to inform and strengthen dialogue, engagement and relationship management with developing countries’ National Designated Authorities or Focal Points (NDAs/FPs). This may include undertake background research towards the development of high-impact policy-relevant study based on analysis of datasets, literature reviews, countries policies and case studies;

drafting written reports or briefs; participating in dialogues with countries’ NDAs/FPs as well as other country

experts and partners through emails and phone calls; and oversight and coordination of the relevant

documents internally up to publication point;

• Work under the supervision of relevant country dialogue specialists, and, collaboratively with them and

other experts within and outside the GCF to support high quality deliverables including readiness proposals

and country programmes. This may involve the identification of opportunities to disseminate outputs and

outcomes from this work to advice on demand respective NDAs/FPs, communicate at external meetings,

including GCF structured dialogues; the contribution to internal briefings; participating in calls and webinars

with NDAs and relevant stakeholders for exchange and knowledge sharing etc;

• Support the development, expansion and maintenance of country database and information to inform the

development of policy-relevant analysis, draft reports and recommendations for consideration by the

Division, the CPD Director and the Senior Management in the area relevant to strengthen country

engagement with the GCF. This may include examination of policy options to improve the performance of

low emission and climate resilience policies, strategies and other interventions and assess potential risks

and opportunities associated to various policy options;

• As part of a country dialogue and relationship management team level effort, jointly carry out and in some

cases, lead country reviews analyzing policies relevant for low emission and climate resilient development

strategies. This include the examination of the effect of a broad array of climate change policies on socio-

economic and sustainable development and actively participate in, and coordinate respective regions’

inputs toward the development of tools and methods to reinforce the division capacity on analyzing and

better understanding the links between domestic climate change and development policies and priorities;

• Contribute, as required, to horizontal and multidisciplinary projects within the CPD. This may include a

contribution to the design and implementation of activities targeting the identification and usage of

indicators to monitor changes resulting from the implementation of the readiness proposal to support the

development of high impact climate related projects as well as of low emission and climate resilience

development strategies. E.g. contribute to the identification of, the communication and dissemination of the

trends and challenges identified in the collaboration with countries and their partners to inform and help

improve GCF readiness activities, including policy decision making related interventions;

• Provide organizational and substantive support for the Fund’s Board meetings and other events and

meetings, including assisting in the preparation of relevant documentation, taking meeting minutes,

preparing summaries of discussions and/ or the report of the meeting, and providing support for the drafting

of decisions if relevant;

• In close coordination with other Associate Professionals at the Country Programming Division, support the

development and implementation of appropriate learning and knowledge sharing; and

• Support any additional analytical and operational tasks as assigned by the Director.

Expected experience and qualifications*

• Master’s degree in applied economic analysis, finance, sustainable development, climate policy and

environmental sciences, law, or related fields;

• At least two years (for IS-1 level) or four years (for IS-2 level) of relevant work experience, preferably in a

developing country and multi-cultural context;

• When applying to each respective region, proven experience and knowledge is needed, and knowledge on

the following languages will be preferred:

- Regional Desk Support for Africa: French and/or Arabic

- Regional Desk Support for Asia Pacific: Arabic

- Regional Desk Support for Latin America and Caribbean: French and/or Spanish

• In depth knowledge of mitigation and climate change adaptation and broader understanding of global

environmental policy issues, of their challenges and implications and of the major reforms recently

undertaken in these fields. • A track record in autonomously writing policy papers or reports, and an ability to translate technical

information, including the results of quantitative economic analysis, into clear, concise, policy relevant

messages.

• Proven ability to operate in an international environment and communicate effectively with a range of

audiences, interact with policy stakeholders, and develop and maintain networks of professionals.

• Ability to articulate complex issues verbally and in writing in a concise manner;

• Familiarity of multilateral climate funds, project financing, and UNFCCC framework,

• Excellent business writing and presentation skills; and

• Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint,

and Outlook.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The

above criteria should be seen as indicators of the experience and skills that would qualify candidates for

consideration. Selection among short-listed candidates will also take into account performance at interview,

appropriate testing, and references.
