Context:

Under the overall supervision of the Head of Office and direct supervision of the Senior Programme Coordinator, the successful candidate will support the Cross Border Emergency programme by coordinating and implementing the activities and work plans of the Shelter related projects.

Core Functions / Responsibilities:

1. Monitor the day to day implementation of project activities including compliance with the work plan, project documents, and IOM rules, regulations, policies and guidelines. Identify and document significant project events, decisions, issues, problems and deviations. 2. Supervise and provide technical and administrative support to field based project staff in planning, implementing, monitoring and documenting activities (delivery tracking, lessons learned and best practices), and make recommendations for further capacity improvement. 3. In close coordination with finance and procurement units, monitor and draft project and budget revisions, reallocations and expenditures.

4. Implement the IOM Whole of Syria (WoS) Resilience Strategy appropriate to the local context by focusing on the development of clear operational plans for shelter projects. Page 1 / 45. Work in close coordination with the Project Development and Reporting Unit (PDU) and provide the necessary timely information for the development of donor reports and drafting project proposals. Assist in planning and organizing donor visits and meetings. 6. Maintain updated information on policy issues and changes that may affect opportunities for internally displaced persons (IDPs) in Northern Syria.

7. In coordination with other units implement sound monitoring and evaluation mechanisms in all areas of planning and intervention for shelter programming.

8. Maintain data collection and analysis mechanisms, including distribution tracking systems, and share relevant information with partners within the humanitarian community. 9. Ensure Accountability to the Affected Population (AAP) through a participatory approach; as well as setting up appropriate complaints mechanisms in coordination with IOM’s Monitoring and Evaluation (M&E) Department.

10. Support the Senior Programme Coordinator in liaising with local authorities, United Nations (UN) and non-governmental organization (NGO) counterparts in Turkey and partners operating in Northern Syria when relevant. Participate in all relevant sector working groups, including the Shelter cluster meetings, providing strategic and operational inputs as needed. Contribute to regular information sharing among different humanitarian stakeholders through established coordination mechanisms.

11. Undertake specific components of needs and risk assessments, especially related to Housing Land and Property (HLP) rights for shelter projects.

12. Review the need for community based Quick Impact Projects (QIPs) beneficial to host and displaced communities and prepare proposals accordingly in the areas related to shelter and infrastructure rehabilitation projects.

13. Monitor implementing partner’s compliance to standards for shelter and settlement; and bring noncompliance issues to the attention of the supervisor along with recommendations for remedial action.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• At least three years of field experience in operations, emergency work, including support to displaced populations and/or project management;

• Good understanding of SPHERE Standards and issues related to Housing, Land and Property (HLP) Rights;

• Experience working with specialized international agencies (UN Agencies, International Organisations, and International NGOs) and in complex operations, including conflict and post-conflict situations preferred;

• Experience of remote management of projects in the Syrian context is a distinct advantage. Languages

Internationally recruited professional staff are required to be mobile.
