Thailand is firmly established as a middle-income country.  Economic growth over the last two decades has been impressive: poverty has fallen by around two-thirds since 1990, despite the 1997 economic crisis from which Thailand has fully recovered.  This prosperity, combined with a growing awareness of and commitment to child rights, has resulted in successive governments investing in the wellbeing and future of children.  These investments have brought hugh, often life-changing benefits to millions of children. 

 

How can you make a difference?

UNICEF Thailand Country Office is seeking an individual consultant to provide support in analyzing UNICEF’s current system and processes, overall ICT technical readiness, and provide recommendations for the solution for effective, efficient ICT supported work processes and modalities.

 

Nature of Consultancy:

Help us become UNICEF of the 22nd century! Analyze UNICEF current systems and processes, overall ICT technical readiness, and provide recommendations for the solution for effective, efficient ICT supported work processes and modalities. Your overall objective is to help us dramatically reduce time wasted in UNICEF day-to-day work with a strong priority around meeting management systems as well as any other modern ICT –supported innovation or practices which could be of benefit to reducing time and energy wastages in UNICEF work and allow its team to focus their energy more productively for the benefits of vulnerable children.

 

Purpose of Assignment:

Globally, UNICEF identifies promising new technologies that have a potential positive impact on the results for children in education, health, disaster response, etc. In Thailand, UNICEF succeeded in providing innovative approach especially in the areas of education, youth engagement and office productivity. Amongst others, UNICEF Thailand partnered with Microsoft in fostering innovative teaching methods by helping to adapt interactive classroom tools as well as distance online platform learning. UNICEF Thailand also contributed to the provision of sexual education and sexual health services with innovative local programme communication through the partnership with popular cartoon creators, digital television providers and online counselling service.

UNICEF Thailand also started using U-Report, a youth participation initiative, to collect opinions from members as supporting evidence for programme activities and other planning. Also, UNICEF Thailand worked on improving its internal processes and productivity by starting regular staff training on efficient IT tools usage and by introducing a set of new IT tools aiming at making the day-to-day work more efficient, effective and paperless.

To achieve this expected goal, UNICEF Thailand need to have a consultant who not only should have knowledge and expertise on information technology, but also profound experience and lesson learned from other organizations –both government and non-government- to share with us.

 

Work Assignment:

In close collaboration with UNICEF Thailand Representative, the consultant will work under the direct supervision of UNICEF Deputy Representative.

1. Increase office efficiency and productivity in day-to-day work

  • Offer recommendations on how Human Centered Design/Design Thinking practices can be integrated into the current processes to deliver better results for children.
  • Analyze current knowledge exchange processes and the existence of technical readiness. Research available knowledge exchange solution within UNICEF, Thai and global markets and identify those that can improve the processes.
  • Handle a series of innovation clinics to build capacity of TCO staff to make a better use of IT innovations and foster a culture of innovation.

2. Guide social challenges efforts

  • Guide UNICEF Thailand in designing, budgeting, identifying prospective partners, providing technical advice and running initiatives related to social innovation challenges.

3. Develop innovation program for UNICEF Thailand

  • Develop an office innovation support program including adequate human and technical resources in place to ensure that fostering innovation at UNICEF Thailand is a continuous and sustainable process. 

4. Country programme support

  • Provide innovation support to the office on realization of the cross-sectoral innovation strategy in support of the 2017-2021 Country Programme.

 

Deliverables:

1) Detailed workplan for the completion of the tasks according to the work assignment

2) Monthly progress report describing work performed as agreed in workplan

3) Final report

 

Estimated Duration of Contract:  140 working days over the period of 16 April – 31 October 2018.

 

To qualify as a/an [champion or advocate] for every child you will have…

  • Advanced university degree in business administration, information system, or related field.
  • At least 5 years of working experience on business and system analysis, web service, software customization, document management system.
  • Good knowledge in software development life cycle, web technology.
  • Strong communication, presentation, and organizational skills.
  • Fluency in English. Thai language is an additional asset.

The consultant will be responsible for own travel insurance, visa fee and terminal expenses.
