Purpose of the Consultancy:

To coordinate, guide and support a regional initiative to identify opportunities for streamlining of business processes and practices in the UNICEF country offices of the Maldives, Bhutan and Sri Lanka with a view to improve management efficiency and effectiveness.

Scope of work/Tasks:

  • The assignment includes coordinating and supporting a multi-country review of programme and operations business processes in the Maldives, Bhutan and Sri Lanka country offices, in close collaboration with the UNICEF Regional Office for South Asia (ROSA) in Kathmandu and the UNICEF Field Results Group (FRG) in UNICEF headquarters in New York.
  • Through a desk review and on-site walkthrough of processes, the consultant will support the identification of opportunities for further simplification of programme and management processes within Maldives, Bhutan and Sri Lanka, and in compliance with existing organizational guidance and beyond.

Specific tasks of the consultancy include:

  • Development and completion of the planning activities for the initiative;
  • Desk review of processes and relevant materials prior to on-site missions to identify 1-2 specific process areas to review during an on-site mission
  •  
  • On site missions to assess and identify areas for improvement in conjunction with business owners in the three country offices through the completion of detailed process walkthroughs. 
  • The mission to the first country will be conducted jointly the FRG team and RO using the tools and methodology developed in Latin America and Caribbean Region review in 2015. 
  • The consultant will then conduct the mission to the other two countries without FRG using the tools and methodology developed for the first country.
  • Development of recommendations for process improvement based on the walkthrough and leading practices; and,
  • Documentation of process, and presentations of findings and recommendations to the three country management teams and the relevant regional and HQs offices.

Expected results:

  • Areas for improvement within the business processes and practices of country offices in Maldives, Bhutan and Sri Lanka are identified.  Country Offices improve their office efficiency and effectiveness based on these areas for improvement, thereby facilitating management for results.
  • Office (and RO) capacity to undertake self-facilitated business process reviews enhanced as part of efforts to institute an organizational culture of continuous improvement of management performance.

Working Conditions:

The consultant will be based at the UNICEF Regional Office in South Asia Region (ROSA) in Kathmandu.  S/he is expected to conduct on-site missions to the UNICEF Office in the Maldives, Bhutan and Sri Lanka.

Minimum Requirements:

 Education:

Advanced University Degree (Master’s) in Business Administration, Social Sciences, International Development or a related field.

Work Experience:

A minimum of 10 years of experience in management and business analysis.

Language:

Proficiency in written and verbal English language

Travel:

Note:  Air travel will be in economy class. DSA, Terminal, etc, will be as per UNICEF travel policy for consultants.
