Closing Date : 26 February 2018 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Under the overall supervision of the Ministry of Human Rights and Refugees of Bosnia and Herzegovina (MHRR) and IOM the selected candidate will be contributing to the successful implementation of the ‘’Mainstreaming the Concept on Migration and Development into Relevant

Policies, Plans and Actions in BIH: Diaspora for Development (D4D)’’ project, (2016-2020). Diaspora for Development (D4D) is a project of the Government of Switzerland and the Ministry of Human Rights and Refugees of BiH, in partnership with United Nations Development Programme (UNDP) BiH and International Organisation for Migration (IOM) BiH. Official estimates show that the total number of people originating from BiH in the world (including second and third generations) is approximately 2 million. Most of them have retained a strong emotional, financial, and familial connection to BiH, and are well integrated socially and financially, relative to other migrant communities in their host countries – and many have the potential and willingness to contribute to the development of their home country. However, the interaction with them is sporadic and unstructured. Diaspora is rarely included or consulted in the design of policies or decision-making processes. Hence, the valuable intellectual capital and other potential contribution of diaspora, which can help addressing country challenges or promoting BiH globally, remains largely untapped. Against this background, the overall Project goal is to increase socio-economic opportunities and perspectives for women and men in BIH, and to improve their livelihoods through increased

diaspora engagement. This will be attained through achieving three specific outcomes: (1) Ministry of Human Rights and Refugees (MHRR) and Ministry of Foreign Affairs (MFA) of BIH, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organisations.

(2) Municipalities align their local development strategies to diaspora strategic documents at higher government levels, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment. (3) Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BiH, thus creating new jobs.

To ensure conducive environment for diaspora’s engagement in development of BiH, RS, FBiH and BD of BiH, the Council of Ministers BiH, the Government of Republic of Srpska (RS), the Government of the Federation of Bosnia and Herzegovina (FBiH) the Government of Brcko District of BiH have adopted a modular approach for development of Diaspora Engagement Page 1 / 6strategies at each government level respectively. Namely, this entails the development of four strategies with corresponding action plans.

Overall Objective of Assignment:

The whole process will be coordinated by MHRR and supported by IOM and UNDP.

Core Functions / Responsibilities:

Once the Working Groups have been established, the International Consultant in close cooperation with the team of three National Consultants, MHRR BiH and the representatives of each of the Working Groups will:

• Lead the strategy creation at the State level

a. Lead Working Group for development of the Diaspora Strategy at the level of BiH – including preparation for the meetings, facilitation of discussion, collection of all inputs and follow up after the meetings, revising and finalizing the Diaspora Strategy at BiH level.

b. Prepare situation analyses for the Diaspora Strategy at the state level.

c. Prepare the first draft of the strategy for BiH level – including drafting and revising situation analysis, strategic goals, priority areas, action plan with M&E framework, budget (including linkage with public budget) and responsible institution.

d. Revise and finalize the Diaspora Strategy for BiH, corresponding Action Plan as well as a Monitoring and Evaluation (M&E) Framework (including baselines, targets and indicators for strategy goals and outputs, responsibilities and delivery timelines), taking into account the recommendations of the Working Group and the comments received during the public consultations. This process will include drafting, redrafting, revising, and providing technical assistance to institutional stakeholders in this process. The final Diaspora Strategy for BiH will be submitted to MHRR for the further submission to the Council of Ministers of Bosnia and Herzegovina for endorsement.

e. Provide report as per deliverable plan defined under the outputs – including challenges and recommendations.

• Coordinate the work of three National Consultants who will lead the strategy creation at RS, FBiH and BD BiH level

a. Coordinate modular approach for development of the four Diaspora Strategies and the corresponding Action Plans (including feasible financial allocations) as well as a Monitoring and Evaluation (M&E) Frameworks (including baselines, targets and indicators for strategy goals and outputs, responsibilities and delivery timelines) – among four government levels. b. Participate in the initial meeting with the leaders of four Working Groups and three National Consultants to define methodology for development of Diaspora Strategies, and to define the structure of the strategic documents/strategies.

Coordinate the initial situation analysis to be done by the team of three National Consultants on existing policies and legislation in place for engaging the BiH diaspora into development initiatives, such as Strategy on Migration and Asylum and other relevant documents, entities and local development strategies or policies and strategies on foreign investment to the extent they relate to diaspora investments – including also an analyses of institutional framework in place for diaspora engagement and gaps to be addressed (mechanisms for inter-institutional coordination, capacity of institutions in Bosnia and Herzegovina to cooperate with diaspora, e.g. communication strategy, capacity of the local communities to cooperate with diaspora, data on diaspora and other relevant documents).

d. Together with IOM and MHRR, coordinate the thematic inputs to be provided by various experts – to be delivered during the workshops (three one day workshops for each government level).

e. Ensure harmonization of all four Diaspora Strategies.

Expected Outputs

• Propose methodology for development of Diaspora Strategy, including the initial draft/content definition;

• Draft of situation analysis at the state level;

• Presentation and guided discussion in the three one day meetings with the WG at the state level on the draft situation analysis and the first draft of the Diaspora Strategy for BiH, corresponding Action Plan with a Monitoring & Evaluation Framework;

• One day participation in the first and the last meeting of other three WGs, as well as assistance in all WGs meetings thematic preparation;

• Draft of the Diaspora Strategy for BiH, corresponding Action Plan with a Monitoring & Evaluation Framework for the public consultations to MHRR of BiH and IOM;

• Final draft of Diaspora Strategy for BiH, corresponding Action Plan with a Monitoring & Evaluation Framework to MHRR.

Delivery Timeframe

The consultancy will take place in the period 12th March 2018 – 28th September 2018, total of 49 working days:

• Adopted methodology for development of Diaspora Strategy, including the initial content structure – mid March;

• Draft of situation analysis – end of March;

• One day participation in the first and the last meeting of other three WGs as well as assistance in all WGs meetings thematic preparation (April – June);

• Agenda and thematic inputs for each WG meeting – one week prior to the meeting - Continuous;

• Draft of the Diaspora Strategy for BiH, corresponding Action Plan with a Monitoring & Evaluation Framework for the public consultations to MHRR of BiH and IOM prepared – end of June;

• Final Diaspora Strategy for BiH, corresponding Action Plan with a Monitoring & Evaluation Page 3 / 6Framework to MHRR for further submission to the Council of Ministers of Bosnia and Herzegovina – end of September.

Required Qualifications and Experience:

Education

• Advanced university degree in economics, political sciences, public administration or related field.

Experience

• At least 10 years of professional experience in drafting and analyses of relevant strategic documents (strategy, plans, projects and studies) for governments in relation to migration and development;

• Familiarity with key policies and strategies related to migration and development, diaspora engagement, socio – economic development in Bosnia and Herzegovina and globally; experience in the context of policy development in BiH related to topic of migration is considered an asset;

• Excellent understanding and knowledge of the political, legal and administrative context in Bosnia and Herzegovina; experience that demonstrates the understanding of the overall context, especially related to the topic of migration is considered an asset;

• Proven analytical skills and ability to conceptualize and write concisely and clearly; • Proven skills and experience in facilitation of public consultative policy development processes and setting up inter-ministerial mechanisms; experience in BiH is considered an asset;

• Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders.

• High level of computer practice

Languages

Fluency in English and one of the official languages of BiH (spoken and written) is required. Award Criteria

Applications will be evaluated based on a cumulative analysis taking into consideration the combination of the technical criteria and financial proposal. The technical criteria will account for 70% and the financial proposal will account for 30% of the total evaluation score. Note
