The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
The Camp Management Community Outreach Officer will be based in Central region supporting implementation of NRC’s Urban Displacement Out of Camp (UDOC) project, which is based on Camp Management methodologies but applied to the out-of-camp environment. The project, which started in 2016, uses various mechanisms of Community Outreach to respond to the mass influx of Afghan refugees from Pakistan, as well as on-going conflict-induced displacement. The UDOC project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance.

Job description
- Plan and implement the different components of the CM-UDOC project for the Community Centre Area(s) of responsibility according to tools, SOPs, and annual work plan
- Line management of Community Mobilizers and Community Centre staff, and supervise the daily work of CM Technical Assistants working in the Community Centre area.
- Provide regular activity progress reports to the CMCO Coordinator and ensure proper filing of all documentation (soft and hard copy, as required)
- Use initiative in day-to-day problem solving according to agreed procedures, priorities, and standards for the area of work
- Ensure that projects target beneficiaries most in need of protection and/or assistance, while exploring and assessing new and better ways to assist those in need
- Regularly visit neighborhood's hosting returnees and IDPs in order to provide information/counselling on rights, services, and durable solutions; to refer cases; and to disseminate information about NRC’s mandate
- Coordinate with community leaders as well as governmental and non-governmental organizations and UN agencies to establish and maintain networks for access, referrals, and problem solving
- Collect and record information about the situation and needs within the Community Centre area(s) to use for coordination and advocacy
- Ensure close co-operation with all NRC core competencies including through joint needs assessments and activities, and identifying beneficiaries where appropriate
- Adhere to NRC policies, tools, handbooks, and guidelines
Qualifications
- University degree (social sciences preferred, e.g. education, political science, international relations, law, journalism, gender studies, human rights, etc.).
- 3 years’ experience working in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, community capacity building, or related field
- Some knowledge of English Language
- Fluency in Pashto, both written and verbal
- Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan.
