The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose of the Job:
The purpose of the Camp Management Coordinator is to effectively implement the Urban Displacement & Out of Camp (UDOC) portfolio in Central Afghanistan, in response to the mass influx from spontaneous return of undocumented refugees into eastern Afghanistan from Pakistan. The UDOC programme started in 2016. UDOC uses Camp Management methodologies to improve the protection and assistance response to displacement affected communities by targeting most-affected areas where it establishes mechanisms to enhance:
- Communication and information sharing with the displaced and vulnerable host communities
- Engagement with and participation of affected communities alongside local stakeholders
- Support to the coordination of services, including a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).
These mechanisms are established with the help of mobile outreach teams and static community centres in each targeted area.

Job description

  • Line management of UDOC project field staff (officers and technical assistants)
  • Adherence to NRC policies, guidance and procedures
  • Support the CC specialist and AM in contributing to UDOC strategy development, project proposals and provide input on needs and gaps
  • Support management and implementation of UDOC project (activities, budget, and project documentation) as delegated by the AM/CC specialist in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide timely input to progress and field reports compiled by the project team and submitted to the AM and Camp Management Specialist
  • Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Strive to ensure capacity building of project staff and transfer key skills to them.
  • In coordination with the AM, liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies. Attend meetings as agreed with AM.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Field supervision of daily/weekly operations of Community Outreach Centres and Mobile Teams (Officers and Technical assistants) within the delegated geographical areas of responsibility, and performance management of mentioned staff
  • Quality management of community engagement processes and field reporting

Qualifications

  • MA in humanitarian aids, public relation, social science or economics fields Minimum 3 years of working in similar programs in humanitarian organisations.
  • Knowledge of the context in eastern Afghanistan, and the regional refugee return situation and needs and/or protracted IDP communities
  • Experience in community engagement and mobilization, e.g. with NSP projects
  • Fluency either in Dari or Pushto
  • Experience with field operations and coordination (e.g. interaction with security, finance, logistics, HR/admin units)
