Head of Information Management and Innovation JIPS
General
JIPS – the Joint IDP Profiling Service – is an inter-agency service, which was set up in 2009. Based in Geneva, JIPS is supervised by an Executive Committee (ExCom) comprised of the Danish Refugee Council (DRC), the Internal Displacement Monitoring Centre (NRC-IDMC), the Norwegian Refugee Council (NRC), the Office of the Special Rapporteur on the Human Rights of IDPs, the Office for the Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Development Programme (UNDP).
Under our new 2018-2020 strategy, our mission is “to advise, support and work with local and national governments, humanitarian and development actors to produce and use agreed-upon displacement data for decision-making. We do this by providing technical support to collaborative profiling and advising on other displacement data processes, engaging communities, and strengthening local capacity to inform collective solutions to displacement. We promote sharing of experience between local and global levels, and provide guidance on displacement data processes and their use for evidence-based policies and action.”
With established expertise in both protracted and urban displacement crises, we provide direct field support and invest in the development of practical tools and guidance. Dedicated to capacity building and enhancing local ownership of data, we also make significant efforts in this regard. Job description
Purpose
Under the supervision of JIPS Coordinator and under the overall guidance of JIPS Executive Committee, the Head of Information Management and Innovation (IM&I):
- Leads the development, update and implementation of JIPS IM&I strategy and ensures the synchronization of the IM&I unit work with the rest of JIPS activities;
- Manages the IM&I unit overall (staff, projects, budget and partnerships)
- Oversees development and maintenance of JIPS’ methods, tools and training contributing to JIPS’ role as global hub for profiling; and
- Ensures linkages between IM&I work and other areas of JIPS work and provides support as needed.
Description of duties
Strategy
- Develops and oversees implementation of JIPS’ IM&I strategy within the overall JIPS strategy
- Identifies linkages and supports coordination of work between IM&I unit and Field Support & Capacity Building Unit in line with “JIPS work process” (see JIPS strategy)
- Identifies opportunities and develops partnerships to enhance the implementation of IM&I within the overall strategy
Management
- Manages and supervises JIPS’ IM&I unit staff in the performance of their duties (4-6 persons), including oversight of recruitment processes alongside JIPS Coordinator
- Oversees the implementation and management of JIPS’ IM&I projects, products and partnerships and ensures a high quality standard and relevance throughout
- Manages budget allocated to IM&I unit activities, in coordination with JIPS Coordinator and Grants and Budget Management Officer
- Ensures the development and implementation of an effective M+E system that measures the relevance, use and impact of JIPS guidance and tools
Methods, tools, training and innovation
- Contributes to development of quality data standards for displacement data through involvement in strategic partnerships (e.g Expert Group on Refugee and IDP Statistics) and works to mainstream these into JIPS tools, training and practice (see below)
- Develops and maintains JIPS key profiling toolkits and resources including: JET - JIPS Essential Toolkit, DART – Dynamic Analysis and Reporting Tool and an Urban Profiling Toolkit.
- Develops and implements JIPS global training programmes and initiatives including: PCT – JIPS Profiling Coordination Training, Profiling Crash Course – online introductory training, and JIPS Collaborative Data Analysis Training.
- Initiates and fosters partnerships relevant for information management and innovation activities, including but not limited to (i) Inter-agency initiatives such as the Global Partnership for Sustainable Development Data, Information Management Working Group (IMWG), (ii) Technical peer organizations such as Statistical Offices, World Bank’s survey team, ACAPS, IMMAP, IDMC and (iii) Academia, think tanks and other experts, to ensure relevance and adaptability of tools and guidance developed and to ensure recognition of JIPS as a technical support service.
- Identifies thematic focus areas in need of attention (e.g. use of new technologies, innovative sampling approaches for urban areas, etc.) and strives for day to day improvements in our profiling practice in order to plan for relevant research projects, seek out relevant partnerships and to ensure more effective practice and cutting edge tools.
Other
- Field Support: Feeds into the guidance provided to requesting partners on the different aspects of profiling processes in displacement situations through remote or on-site support
- Advocacy and Communications: feeds into projects and supports activities as relevant from IM&I perspective
- Provide inputs into developing systems, work planning tools, SOPs and reporting as per team priorities.
- Actively participates as a team player, showing initiative and proactivity in support to others
- Mentors junior team members and acts as a sounding board for senior team members
- Performs any other tasks as requested by JIPS Coordinator
Qualifications, experience and competencies
Qualifications
- Advanced university degree (Master’s degree or equivalent) in one of the following: Social Sciences, Humanitarian/Development studies, Information Management, or a related field.
- A first-level university degree in combination with sufficient additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience
At least 7-10 years of relevant work experience demonstrating some/all of the following:
- Experience with statistical and social research methods and/or information management in practice.
- Experience working in the humanitarian/development field, on forced migration and specifically internal displacement issues/contexts.
- Demonstrated experience in strategic thinking, partner management, innovation, capacity building/adult learning and coordination.
Competencies
- Proven project management or coordination experience
- Strong inter-personal skills, including skills in coordination and ability to work in teams
- Flexibility and creativity in working in difficult / unusual field environments
- Ability to be product/achievement oriented in short periods
- Innovative, creative, and willing to learn and to coach others into learning
- Excellent written and oral communication skills (in English and other UN language).
- Strong presentation and networking skills
- Additional UN Languages are an advantage

The Gross salary level will be allocated according to DRC Geneva’s salary scale at a grade/level appropriate to this position and the selected candidate.
