Background

The Darfur Internal Dialogue Consultations (DIDC), which is one of the main pillars of the Doha Document for Peace in Darfur (DDPD), provides a forum for Darfuris to participate in the peace process both in terms of highlighting what they see as priorities for action in order to address the root causes of conflict, but also in identifying strategies for dealing with other political, social and economic issues affecting the region. Stakeholders, 30% of whom are women, have so far consistently highlighted the need to address some key issues such as security,  good  governance, tribal conflict, restoring traditional peace building mechanisms, land/Hakura, poverty reduction, development, youth employment, improving  social  services, IDP issues, farmer­herder issues, and the demarcation of animal routes. The DDPD anticipates that the outcome of dialogue and consultation of the DIDC process will be compiled and presented to the parties of the conflict (the Government of Sudan, Liberation and Justice Movement, and Justice and Equality Movement-Sudan) by the facilitators of the DIDC process, namely UNAMID, the Government of Qatar, and AU for implementation.

Similarly, the Doha Document for Peace in Darfur (DDPD) signed between the Government of Sudan and some military factions in 2011 outlines as part of the confidence building measures within the framework of the security arrangements, a comprehensive Disarmament Demobilization and Reintegration (DDR) Programme for male and female combatants including special need groups.  The DDPD delegated the task of overall implementation and monitoring of the DDR and Small Arms Control Programme to the Sudan DDR Commission (SDDRC) in close collaboration with the Darfur Regional Authority (DRA).  At the same time UNDP, UNAMID, UN Women, UNFPA and WFP were requested to provide technical and operational support to SDDRC and DRA as well as other relevant Government institutions at national and Regional (Darfur) level for successful programme planning, implementation and monitoring.

To support these initiatives in Sudan in undertaking the preparation, implementation and monitoring work for DIDC, DDR, and other relevant projects, UNDP is seeking a national project Officer.

The incumbent will be based in Khartoum and play a pivotal role in all over the activities of DIDC, DDR and other relevant projects. The incumbent shall report to the UNDP Programme Manager and Project Coordinator (Khartoum) and shall discharge the following duties:

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of projects strategies;
  • Management of assigned project activities;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of top quality programme/project management advice services to the Government and facilitation of knowledge building and management.

The Project Officer will perform the following functions:

Ensures implementation of project strategies focusing on achievement of the following results

  1. Guide the Darfur Internal Dialogue and Consultation Implementation Committee (DIC) to implement Darfur Internal Dialogue and Consultation (DIDC) in five Darfur states and Khartoum.
  2. Coordinate between UNDP, UNAMID, DIC and other counterparts concerning DIDC planning and implementation of activities, DIDC project board meetings, regular meetings and donor’s events.
  3. Develop strategies and extend technical guidance to the DIC chairman to mobilize fund from donor’s community, national institutions and government contribution to the DIDC project.
  4. Working together with UNDP PI focal point to provide support in DIDC visibility, approaching media and publications.

Ensures effective management of assigned projects within the thematic/sectoral areas of stabilization/DDR/DIDC focusing on quality control from implementation to completion project activities achieving the following results:

  1. Provide technical support to UNDP DDR team in developing partnerships with donor communities and other developmental partners in support of planning processes of funding and strategy development.
  2. Manage coordination of public relations efforts of the project with regard to donor community and coordination forums.
  3. Manage organization, facilitation and documentation of regular meetings with donor community.
  4. Manage preparation of consolidated reports as and when required, including dissemination and filling.
  5. Oversee the management of information, including keeping an up-to-date record of all reporting and programme documentation.
  6. Analysis of information on donors, preparation of donor’s profile, establishment of contacts with donor counterparts

Ensures provision of top quality policy advice services to the Government and facilitation of knowledge building and management focusing on achievement of the following results:

  1. Identification of sources of information related to project issues. Identification and synthesis of best practices and lessons learnt directly linked to project objectives.
  2. Development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  3. Sound contributions to knowledge building of staff and partners
  4. Organization of trainings for the operations/ projects staff on programme issues.

Competencies

  • Ability to identify and anticipate difficulties, as well as seek guidance.
  • Understanding of community security, stabilization, and community/rural development.
  • Ability to organize and complete assignments within deadlines.
  • Effective verbal and written skills; ability to draft short memos and conduct presentations.
  • Integrity and impartiality, ability to work with local community, stakeholders and colleagues of various origins.
  • Ability to convey difficult issues and positions to senior officials, proactively seek guidance and make clear recommendations to line managers.

Required Skills and Experience

  • Master degree development studies, management, agronomy/agriculture, business, training, management, development studies, or any other relevant field. A first level university degree (Bachelor) in combination with two additional years of qualifying experience.
  • Two years of relevant work experience dealing with development projects with Master degree and four years with Bachelor degree and partners including government, bilateral donors and UN agencies will be an asset.
  • The candidate must be familiar with the designated region.
  • The candidate must be fluent in oral and written English AND Arabic.
