Background

The aid landscape in the DRC is shaped by more than a decade of conflict which has seriously undermined the working of State institutions and eroded the basis of national leadership required to ensure the effectiveness of aid delivery. Despite past efforts by Government to act on the principles contained in the Paris Declaration (2005) and the Accra Agenda for Action (2008), significant obstacles remain including on the development national planning and strategies that would facilitate donor alignment. Since its creation the GCP agreed to proactively engage dialogue and strengthen partnership with the Government of DRC in support of the development agenda. The levels of the disbursements related to initially foreseen commitments amongst donor strategies face the challenges of the current political context of the DRC since 2016. Faced with this situation, the GCP is adapting his positioning according to the versatility of the context while the support to the achievements of the SDG priorities for DRC is uncontroversial.

The Donor Coordination Group (Groupe de Coordination des Partenaires – GCP) is composed of bilateral and multilateral donors working to support the DRC's national development efforts. It is currently chaired by an Executive Committee whose members are DSRSG/RC/HC/RR, EU, Sweden, France and Belgium. The GCP technical secretariat responds to a highly dynamic environment in which responsibilities will evolve over time as GCP members develop and update their work plan.
 

Duties and Responsibilities

The Aid Coordination Specialist will work under the supervision of the DSRSG in his RC role and administrative supervision of the CIDD pillar team leader, as the project is entirely part of the country office portfolio.
The Aid Coordination Specialist’s responsibilities will be articulated around the following components :

Strategic policy advice and dialogue :

  • Provide  strategic advice to the Executive Committee (EC) and develop policy dialogue strategy according to the Executive Committee orientations; implying internal strategic support to the RC. Ensure the follow-up on the implementation of decisions and recommendations
  • Leads the Secretariat’s support to joint initiatives including through analysis and research on the political, social and economic situation in DRC;
  • Ensures substantive preparation and organization of high-level policy dialogue meetings between the GCP and the Government focusing on results; organizes and prepares of the practical aspects initiatives planned by the GCP; ensures the follow-up and implementation of decisions and recommendations made during GCP meetings and retreats.
  •  Attend on behalf of the GCP meetings and other workshops organized by government's institutions and other relevant actors and report back to GCP and EC.


Nexus and partnerships with other communities :

  • Facilitates the links between the GCP, the Inter-Donor Working Groups at the technical level and government-led Thematic Groups; and other communities such as humanitarians and peacekeeping
  • Organizes policy dialogue and liaises with Government counterparts in planning implementation to achieve intended results, including co-leading planning engagements and ensuring the relevance, high quality and timeliness of planning processes;


Project management :

  •  Elaborates substantive technical notes, briefs and documents on issues, ensuring timely submission of progress and financial reports;
  •  Carries out effective advocacy of GCP activities, by the implementation of the  GCP work plan, the preparation of speaker’s notes, talking points, and speeches for major advocacy events as needed;  
  • Determines need for, recommends, and mobilizes technical experts to support Donors policy interventions and advice during strategic planning and programming exercices ;
  •  Collaborates closely with the Donors’s cross-cutting units, especially Monitoring & Evaluation, Parterships, Communucations, and Gender, with a view to ensuring that the national and implementing agencies’s programmes are responsive to donor needs and requirements, and that results are communicated in a timely and transparent manner.
  • Perform other tasks as requested by the Donors Coordination Group, its Executive committee and his/her supervisor
  •  Carries out any other the project management related responsibilities


Effective communication and visibility of the GCP

  • Ensures the availability of communication material on the GCP and intended results
  •  Facilitates and ensures the effective communication among partners underpinning greater mutual understanding and the collective achievement of results;
  • Prepares and disseminates high quality progress reports and analytical notes;
  • Organizes GCP monitoring visits, review meetings, evaluation missions;
  •  Other communication activities that may be agreed from time to time and/or can enhance the results and visibility of the GCP

Required Skills and Experience

Education:

  •  Master’s degree or equivalent in the field of Development or International Relations or other relevant fields.


Experience:

  • A minimum of 7 years relevant experience, in development planning, or in the coordination and management of aid, or in public administration matters;
  • Knowledge of aid effectiveness issues and recent international developments, in particular the work of the SDG framework and OECD/DAC and the High-Level Fora on Aid Effectiveness;
  • Ability to set strategies and plan their operationalization and to provide strategic advisory with senior officials and work closely with technical levels
  • Experience in an integrated office is an asset;
  • Working experience in fragile countries would be an asset;
  •  Excellent written and verbal communications skills; Ability to work and communicate effectively under pressure;
  • Knowledge of DRC aid coordination environment would be an advantage


Language Requirements:    

  • Excellent written and spoken French
  • and reasonable written and spoken English.
