Background

Project Title: Building Shoreline Resilience of Timor-Leste to Protect Local Communities and their Livelihoods (Coastal Resilience Project)

Project Description:

Building shoreline resilience of Timor-Leste to protect local communities and their livelihoods project is funded by GEF and its main objective is to strengthen resilience of coastal communities by the introduction of nature-based approaches to coastal protection.  In addition, it supports inter and intra-ministerial coordination for collaborative development planning ensuring protection of coastal areas, as well as identify and research potential revenue streams for long term sustainability.

The project is under implementation in collaboration with the Government of Timor-Leste (GoTL) through the Ministry of Agriculture and Fisheries, its replicas in the seven target municipalities, local authorities, communities, Ministry of Public Works, UNTL and implementing partners NGOs. It employs an integrated approach, while tailoring activities to address the specific needs, challenges and priorities of the Government of Timor Leste.

The coastal population of Timor-Leste is vulnerable to the threats of sea level rise and extreme events. Approximately 40% of the population lives in the coastal areas. This is comprised of almost 560,000 people residing in coastal and lowland areas with an elevation of up to 500 meters. The coastal zone and habitats of Timor-Leste are thus subject to a high degree of human dependency and resource use. Climate change projections indicate that coastal areas might in future experience increased flash floods and landslides originating from the upstream hill areas but are also likely to face increased incidents of sea surges and storms. These hazards have serious impacts on coastal and marine ecosystems, especially for mangroves, estuaries and coral reefs, which are already under stress because of coastal zone development and population growth. Coastal impacts are expected to include: increased groundwater contamination by salt water intrusion; direct physical damage to forest and terrestrial ecosystems; reduced health, diversity and productivity of coastal and inshore marine ecosystems and species; physical damage to coral reefs and mangroves by strong wave action; increased erosion of beaches, shorelines and coastal land; direct damage to physical infrastructure; flooding and destruction of coastal settlements; and damage to schools, homes and community buildings such as churches and health clinics.

Women’s vulnerabilities to climate change are similar to those of men. Women however also have specific additional concerns, linked to their key roles in the household, such as provision of water and firewood and children wellbeing. The position of women in Timorese society is more vulnerable than that of Timorese man, due to lack of land rights and asset ownership, low educational levels and patriarchal rule in domestic sphere. Gender therefore requires comprehensive consideration in climate change adaptation interventions in Timor-Leste.

In this project, women will be involved in planning and decision-making on implementing the interventions, and preference will be given to funding projects that benefit both men and women. Aligning the project with the needs of women will increase the utility and longevity of the investments. This equal participation of women and men is in line with the principles underlying UNDP’s gender equality strategy as well as the GEF’s own guidance and standards. Accordingly, UNDP would like to hire a senior expert in the field, Gender Specialist to accomplish below stated roles and responsibilities(deliverables).

Duties and Responsibilities

OBJECTIVE:

The overall objective of the consultancy assignment is to lead the mainstreaming of gender in to the project implementation and ensure women empowerment through employing appropriate strategies for women targeted actions throughout the project activities implementation.  

SCOPE OF SERVICE:

Under the direct supervision of the Project Manager/CTA, in collaboration with PMU and in consultation with UNDP SDU and MAF relevant team, the Consultant will be responsible for the following tasks:

  • The Gender Specialist will ensure implementation of, and compliance with the UNDP gender policy in general and the gender action plan developed for this project
  • Prepare specific Gender Action Plan to effectively integrate gender concerns into the implementation of project activities, including strategies to ensure participation of women in the implementation of various project components and activities
  • Facilitate communities’ consultations in all project target municipalities and document gender considerations ensuring equal participation of women in those communities
  • Document gender considerations from community consultations and lead in prioritizing and implementing gender-equitable project interventions
  • In collaboration with project team, development and dissemination outreach materials such as brochures, fact sheets and presentations, ensuring they are gender sensitive and promote gender equality
  • Strengthen the understanding of the gender mainstreaming by providing appropriate training to PMU, community, government and other stakeholders, as required; and support the gender focal points in line ministries
  • Preparing gender mainstreaming reports as part of periodic project progress reports

INSTITUTIONAL ARRANGEMENTS

The consultant will report directly to the Project Manager for the Coastal Resilience project.  National Project Coordinator and Operation Officer will facilitate administrative arrangements and logistical support throughout the duration of the mission including coordinating the in-country mission and field visits. The consultant will be provided office space in the Coastal Resilience project office, transportation to the municipalities outside of Dili and related logistical support for implementation of project activities only. Extensive field visit and travel will be required to the municipalities. The consultant will be expected to facilitate the respective consultations and workshops as specified under the TOR.

  • The LC will work under the close guidance of the UNDP Timor Leste Country Office (CO), MAF and the UNDP-Regional Technical Advisor
  • Conduct frequent communication and advisory services with project team and relevant MAF staff
  • The LC will undertake her/his assignment in all target Municipalities with prior clearance by the MAF authorities and UNDP CO and direct consultation with local authorities
  • The LC will maintain a dialogue with the national counterpart and project team/UNDP-CO as and when problems emerge during the assignment
  • Frequent communication will be maintained through e-mail, telephone and skype correspondence with all relevant parties mentioned above for smooth accomplishment of the assignment

Competencies

Education:

Advanced/ MA. Degree in Gender, Sociology, Anthropology, Development Studies, or other related Social Science fields.

Experience:

  • Minimum of ten (10) years of professional level experience in gender mainstreaming, analysis, research, designing gender policies, strategies, guidelines, and training manuals.
  • Regional, national and local level experience and substantial knowledge of the social and gender issues in Timor-Leste.
  • Practical work exposure to municipalities and understanding of environmental, social and economic dynamics of gender in the communities of Timor Leste.
  • Extensive practical experience in leading gender mainstreaming and implementation of gender-sensitive projects and programmes. 
  • Practical expertise in designing training materials appropriate for community and government experts and provide trainings on gender analysis and mainstreaming and gender audit.
  • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision and proven ability to accomplish and present work with a high degree of accuracy and technical quality, in relatively short time.
  • Ability to communicated effectively orally and in writing, in order to communicate complex, technical information to both technical and general audiences, including strong policy advice skills.

Language requirements:

  • English language – excellent written and oral communication skills. In addition to excellent command of English, proficiency in Tetun, Bahasa Indonesia and Portuguese will be an advantage.

Required Skills and Experience

FINANCIAL PROPOSAL

The financial proposal must be expressed in the form of an “all-inclusive” lump-sum amount, supported by breakdown of costs as per template provided. The term “all inclusive” implies all cost (professional fees, travel costs, living allowances etc.) Under the lump sum approach, the contract price is fixed, regardless of changes in cost components. For duty travels, and other costs required to perform the demands of the TOR must be incorporated in the financial proposal.

Schedule of Payments

The payment will be made based on the deliverables. The selected consultant must submit documents as per deliverables which must be duly approved and serve as the basis for the payment of fees. The consultant will be expected to produce the following deliverables within the agreed timeline Section 3 of this TOR to be reviewed and approved as specified in the TOR.

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
