Background

The current youth generation in the Arab States is the largest the region has seen in the past 50 years, where more than 60% of the population is under 30 years of age, according to UNDP’s “Arab Human Development Report 2016: Youth and the Prospects for Human Development in a Changing Reality” (AHDR). The challenges faced by these diverse young women and men include legal and social discrimination, violence, inadequate livelihoods, and social, political, and economic exclusion. In many Arab countries, women and young girls are particularly affected by multiple ways of discrimination and violence, which often leave them in a repetitive cycle of vulnerability.

Besides widespread discrimination, youth in the Arab region face great barriers to accessing suitable livelihoods. According to the AHDR, unemployment among youth is the highest in the world. In 2014, unemployment for Arab youth aged 15-24 years old was more than twice the global average, reaching 29.7%. The rate for Arab women was twice that of young men, with the figures reaching 47% and 24%, respectively. These numbers continue to increase; and by 2020, it is expected that the region will need over 60 million new jobs to absorb the number of workforce entrants.

All these challenges, present an opportunity to tap into the creativity, energy, passion, and commitment of Arab youth, especially young women, so that they can realize their potential and contribute to the economic growth and social stability of the region. Empowering youth in this way requires providing them with the skills, platforms and access they need to succeed in the current landscape. There is also opportunity to broaden their horizons to debate, discuss and explore larger issues that hinder their progress and that of their communities.

In response to the growing need of creating alternative paths to action and social change, Mosharaka, UNDP’s regional project on gender equality and women’s empowerment, launched the Youth Leadership Programme (YLP) in 2015. The mission of YLP is to invest in young women and men across the region, unleashing their potential to become social innovators, leaders and a powerful force for change in their communities, countries and the region at large. After three years of successful implementation, the UNDP Regional Bureau of Arab States (RBAS) is launching YLP4 to continue the legacy of supporting the youth, and to foster a system in which they can flourish as civil actors.

In past editions of YLP, participating youth received direct support and targeted mentoring over the course of the year, to develop skills in various social innovation approaches and methodologies. The programme encouraged and prepared them to become engaged citizens, innovative problem-solvers, effective leaders and successful agents of change, ready to effectively implement their projects and support the development of their countries. In order to scale up the impact of YLP, and ultimately reach a greater number of young women and men across the region, YLP 4 will target organizations that work with youth at the national level, bringing in a gender lens to their initiatives and building their capacity on Sustainable Development Goals implementation and social impact. The programme will remain focused on topics related to gender equality and women’s empowerment, by building the capacity of these organizations, and equipping them with tools to explore and propose strategic interventions on those areas.

Towards the end of the year, YLP4 will bring together selected organizations from each participating country in a regional event. The gathering will allow us to provide them with further training, as well as creating a platform for knowledge sharing, fostering discussions on regional needs for social change and exchanging lessons learned. The selected organizations will showcase best practices from successful cases that can inform other YLP participants’ activities in their respective countries.

Objectives of YLP 4:

  • Promote and support innovative thinking and leadership among youth;
  • Lead the debate on inclusive gender narratives that highlight the emerging needs of young men and women in the Arab region;
  • Support the UNDP Country Offices to build networks of youth organization, in which young men and women are able to create change and sustainable impact in their communities, countries and the region at large;
  • Showcase the achievements of young men and women as change-makers in their communities, across the region and globally;
  • Promote the production of knowledge on gender equality and social innovation in English, Arabic and French.

Duties and Responsibilities

The consultant will be responsible for the tasks listed hereunder:

  • Develop in close coordination with the Technical Team the concept for the programme with  a concrete plan and methodology for its different stages;
  • Develop a coordination plan to harmonize between youth focal points in UNDP Country Offices (COs);
  • Develop tools and materials to serve as guidance for UNDP COs;
  • Provide milestones for each Country Office to be able to follow up progress and address challenges;
  • Coordinate with the Technical Team the necessary support to the UNDP COs to ensure adequate mentorship and guidance is provided to the  participant organizations;
  • Design the selection process, including evaluation and selection criteria of participants;
  • Support and design in coordination with the UNDP COs Focal Points the implementation of the national events (shared with and approved by the Technical Team);
  • Support the design, development, and delivery of materials for a regional hands-on learning event for selected participants from participating countries;
  • Design and facilitate the regional workshop;
  • Provide periodical progress reports and prepare the final report of the programme;
  • Develop with the support of the Technical Team a follow up plan to work with the organizations after YLP4 is completed;
  • Perform any other requested tasks as may be required by the Gender (Mosharaka) Regional Project CTA.

 Institutional arrangements

  • The individual is required to exhibit his or her full-time commitment with UNDP-RBAS;
  • S/He shall perform tasks under the general guidance of the Regional Programme Coordinator and the direct supervision of the Gender (Mosharaka) regional project CTA. The supervision of the Gender (Mosharaka) regional project CTA will include approvals/acceptance of the outputs as identified in the previous section;
  • The individual is expected to liaise and collaborate in the course of performing the work with other consultants, suppliers and UN colleagues;
  • The individual is required to maintain close communication with the UNDP-RBAS on regular and needed basis at any period throughout the assignment in order to monitor progress. In the event of any delay, S/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly;
  • Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews or revisions, as needed to ensure the quality and relevance of the work.

Duration of work

The duration of the work is expected to be 45 working days from contract signature date over a period of 2 months.

Duty station

  • This is a home-based assignment.
  • Part of this assignment may require the individual to travel to different Arab and non-Arab Countries. In such cases, for unforeseen travel, and after seeking relevant approvals, all related travel and accommodation expenses will be arranged and covered by UNDP in line with applicable rules and regulations.

Scope of Price Proposal and Schedule of Payments

All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. Please note that the terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal. Also, please note that the contract price will be Deliverables/Outputs based - not fixed - subject to change in the cost components.

The contractor will be paid an all-inclusive Deliverables/Outputs based lump sum amounts over the assignment period, subject to the submission of Certification of Payment (CoP) duly certified and confirmation of satisfactory performance of achieved work (deliverables/outputs).

Required Skills and Experience

I. Academic Qualifications:

  • Bachelor degree in International Development, Sociology, Social Policy or other relevant fields.

II. Years of experience:

  • Minimum 5 years of experience in social innovation, civil society, volunteer and community work, youth training or other relevant work experience;
  • Previous experience working for the UN

III.Language Requirements:

  • Language proficiency in both written and oral English and Arabic is required. Knowledge of French is an asset.

a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

c) Technical Proposal (A half page technical proposal detailing how they will approach the assignment, prioritizing activities to meet the deliverables as set above in the most efficient and effective manner);

d) Financial Proposal that indicates the all-inclusive Deliverables/Outputs based total contract price, supported by a breakdown of costs, as per template provided. The terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

FINANCIAL PROPOSAL

Individual consultants will be evaluated based on the following methodologies:

Applications will be first screened and only candidates meeting the following minimum requirements will progress to the pool for shortlisting:

  • Bachelor degree in International Development, Sociology, Social Policy or other relevant fields
  • Minimum 5 years of experience in social innovation, civil society, volunteer and community work, youth training or other relevant work experience;
  • Language proficiency in both written and oral English and Arabic is required.

Shortlisted Candidates will be then assessed and scored against the following evaluation criteria:

Technical evaluation Criteria max 100 points (Weighted 70):

  • Bachelor degree in International Development, Sociology or Social Policy.(30 points)
  • Minimum 7 years of experience in social innovation, civil society, volunteer and community work, youth training or relevant work experience; (25 points)
  • Proven relevant experience in Demonstrating ability in conducting creative-thinking and innovation learning events.(25 points)
  • Previous experience working for the UN. (10 points)
  • Language proficiency in both written and oral English and Arabic is required. (10 Points  )

Financial Criteria - 30% of total evaluation

For those offers considered in the financial evaluation, the lowest price offer will receive 30 points.The other offers will receive points in relation to the lowest offer, based on the following formula: (PI / Pn)* 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.

Step II: Final evaluation

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%]

Financial Criteria weight:  [30%]

Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation.
