We are looking for a Monitoring and Evaluation Manager for PSI programs funded by the UK Department for International Development (DFID) under the Somali Health and Nutrition Program (SHINE) and USAID (SIFPO). The focus of these programs is to provide an Embedded Essential Package of Health Service (EPHS) and to achieve increased community awareness of, and demand for, health services and promote appropriate health, Maternal Infant and Young Child Nutrition (MIYCN) practices.

The Monitoring, Evaluation and Learning Manager will lead all monitoring and evaluation activities, support design and implementation of the programs' M&E frameworks and plans; support the learning agenda and improve the evidence base to inform and influence policy in the Somali health sector throughout the life of project.

Responsibilities

  • Take a lead role in developing/ reviewing the donor log frame/ performance frameworks and a detailed M&E implementation plans for all PSI Somalia programs.
  • Develop and implement a data quality assurance plan and provide technical support to improve quality of data and reporting systems among partners and sub-awardees.
  • Support the development of a robust Management Information System for PSI Somalia
  • Develop and support the implementation of an evidence use plan to promote evidence based decision making
  • Design monitoring and evaluation guidelines for partners, subawardees and subcontractors to effectively monitor program activities and provide regular M&E capacity building to SRs through routine assessment, and M&E refresher trainings.
  • Track all program deliverables including monitoring and compiling all program logframe indicators for evidence based program decision making, donor and MOH reporting
  • Work with other consortium management unit staff to coordinate reporting to the donor and representation of the project externally at events, conferences and meetings.
  • Conduct quarterly review of all Sub-recipient (SR) reports for accuracy and regularly update the program performance dashboard and data quality management grading system for SR feedback;
  • Conduct quarterly and ad hoc field monitoring for all implementing partners to verify data and program activities reported by implementing partnersCoordinate and facilitate all evidence gathering activities including program evaluations, research activities and case studies
  • Manage relationships and contracts with M&E agencies (or third party monitoring partners)
  • Interface with global and regional technical, M&E research and learning teams to ensure alignment between global and country activities.
  • Work closely with Program and Technical Advisors to improve the program's evidence and learning base for sharing with the donor, MOH health sector partners and to inform wider policy development.
  • Active participation on the National M&E Technical Working group, including ongoing collaboration with the Ministry of Health Research, M&E Departments and M&E staff working in behavior change and demand creation to ensure harmonization of tools, contributions to in-country evidence base and capacity building of relevant Ministry staff.
  • Perform any other related duties that may be assigned by the immediate supervisor.

What are we looking for?

The basics:

  • Advanced degree in Public Health/ Biostatistics/ M&E/Development;
  • Minimum of 5 years relevant experience in similar-sized organization
  • Ability to travel frequently across Somalia
  • Previous experience and proven track record in managing M&E for large donor funded or consortium programs:
  • Comprehensive M & E system development and management experience
  • Demonstrated ability in facilitating evidence use for programmatic decision making
  • You are an excellent writer and presenter
  • Demonstrated experience in leading teams to successfully achieve results.
  • Good interpersonal and relationship building skills and demonstrated ability to work constructively with people from different professional disciplines and personal backgrounds. Initiative, flexibility, accuracy and ability to work as part of a team
  • Good personal organizational skills, including ability to meet deadlines and work under pressure
  • Proficiency in Statistical software, health management systems, MS Excel and other MS Office products:
  • Fluency in English
  • References will be required
  • A technical test of knowledge and skills in M & E, research design and analysis may be required

What would get us excited?

  • Somali language skills are a major plus
  • You have programmatic experience in a wide variety of public health programming
  • You have experience with DHIS2
  • You have strong quantitative analysis skills including multi-variate analysis of health survey data (Stata preferred)
  • You have substantial experience with electronic data collection
  • You have experience on learning projects or structured learning and dissemination activities.
