OBJECTIVE OF THE OFFICE/DEPARTMENT
This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
The Communicable Diseases and Environmental Determinants of Health Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, elimination and/or reduction of communicable diseases, zoonosis and environmental/occupational threats to health that are technically sound and appropriate for the political and sociocultural context in which they are implemented.  It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence based interventions, fostering alliances that strengthen country capacity, improving the effectiveness of inter-country collaboration, and facilitating policy and decision-making processes.
 
DESCRIPTION OF DUTIES
Under the general supervision of the Director, Communicable Diseases and Environmental Determinants of Health (CDE), and the direct supervision of  the Unit Chief, HIV, Hepatitis, Tuberculosis and Sexually Transmitted Infections (CDE/HT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties\:
  1. Provide technical support for the implementation of the End TB Strategy and the Plan of Action of Prevention and Control of Tuberculosis 2016-2019 CD54.R10;
  2. Monitor and provide technical assistance on the implementation of the TB/HIV collaborative activities in countries, fostering TB and HIV integration. Support the implementation of the USAID grant 2016-2021;
  3. Contribute to and provide technical assistance to countries for interprogrammatic work between TB and other technical programs apart from HIV (maternal and child health, diabetes, mental health, gender and ethnicity, human rights, social determinants, and others), and with other sectors;
  4. Collaborate and provide technical support for the implementation and expansion of the Regional Initiative of TB control in large cities, as well as in the development of new initiatives to facilitate the implementation of the End TB Strategy;
  5. Contribute to the preparation and participate in regional and subregional CDE/HT meetings, monitoring and evaluation missions to countries, and in the development of the respective reports;
  6. Monitor and provide technical assistance to countries on strategies that foster the involvement of civil society and affected communities on TB and HIV prevention and care, such as ENGAGE-TB and others;
  7. Assist in the domain of TB Strategic Information and provide technical cooperation to countries in the collection and analysis of data related to the End TB Strategy, to the implementation of the TB Plan of Action, and to progress towards elimination of TB as a public health problem;
  8. Contribute to the creation of a regional group that represents TB affected patients and follow up its development;
  9. Collaborate in the development of e-health for TB and HIV;
  10. Collaborate in the development of training materials for TB and TB/HIV;
  11. Contribute to the preparation and revision of publications for scientific journals, as well as technical documents on TB and TB/HIV;
  12. Contribute to the development of regional projects and/or proposals for mobilization of financial resources for CDE/HT;
  13. Perform other related duties, as assigned.
 
REQUIRED QUALIFICATIONS
Education\:
Essential\: A university degree in a health-related profession from a recognized university.
Desirable\: A master’s degree or equivalent in communicable diseases, public health, or related field would be an asset.

Experience\:
Essential\: Seven years of combined national and international experience working in infectious diseases epidemiology and public health and practical experience in the prevention, diagnosis, treatment, monitoring and control of TB and TB/HIV.

Technical Expertise\:
- Theoretical and practical knowledge of infectious diseases’ epidemiology, prevention, control and public health interventions, with focus on tuberculosis.
- Project development, epidemiology analysis, technical assistance, and monitoring, and evaluation skills.
- Professional expertise on TB and HIV public health interventions at national and international levels.
- Practical knowledge and skills in planning, implementation, and monitoring of program activities; demonstrated ability to organize meetings, workshops or events.
- Strong research and problem-solving skills; ability to manage multiple projects simultaneously and to work collaboratively on multi­disciplinary teams with tight schedules.

Languages\:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
 
IT Skills\:
Ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, and Outlook.  Other IT skills and knowledge of other software programs, including data management programs such as SPSS Epidat, Epinfo, Stata, and Tableau, would be an asset.

Post Adjustment\:
US$2,321.68 - This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
