Background

As the custodian of the evaluation function, the Independent Evaluation Office (IEO) of UNDP supports the Administrator in his/her substantive accountability function, and contributes to informed decision-making by the Executive Board and managing for development results by the organization.  By engaging with UNDP's government partners, UN system, and development community in the conduct of the evaluation, the IEO contributes to enhancing evaluation practices at the country level.

IEO undertakes independent country programme evaluations (ICPEs) - formerly Assessments of Development Results (ADRs). The ICPEs cover the UNDP country portfolio over a 5-8 year period and are timed to provide evaluative evidence to feed into the development of new UNDP Country Programme Documents. ICPEs also support UNDP’s accountability to national stakeholders and the Executive Board.

In 2018, the IEO will conduct 15 ICPEs including one in Colombia. The IEO is currently seeking two senior evaluation consultants in one or more of the thematic areas detailed below to support as team members in the conduct of the Colombia country programme evaluation (2015-2019):

  • Inclusive and sustainable growth
  • Inclusive governance for urban and rural development
  • Peacebuilding and peaceful conflict transformation

The specific Terms of Reference for each evaluation team member will be provided at a later date to interested candidates who meet the required qualifications set out in this IEO. The duration of the consultancy will vary depending on the specific tasks, and is expected to range between 30 and 40 work days.

Duties and Responsibilities

Under the supervision of the IEO’s lead evaluator, the consultants will provide technical expertise and knowledge in the assigned thematic area, as well as cross-cutting issues such as gender, south-south cooperation and capacity development. In particular, the consultants will:

  • Conduct a preliminary study and review relevant documents provided by IEO for its area of ??analysis;
  • In collaboration with the lead evaluator, the UNDP Country Office in Colombia and the other members of the evaluation team, organize the agenda for the data collection stage for their respective area of ??analysis;
  • Collect, analyze and synthesize primary and secondary data for their respective area through interviews and meetings (in person or virtual) with the UNDP officers in the relevant offices (UNDP Colombia, Headquarters), and with key actors for the evaluation;
  • Participate and contribute to the work sessions of the evaluation team, including the analysis session and the presentation of the preliminary findings of the evaluation to the Country Office at the end of the data collection mission;
  • Write the analysis report of the thematic area assigned according to the agreed format with the lead evaluator and the rest of the team, and review it according to the comments received from the IEO. The report will be written in English;
  • Contribute to the preparation of the final report of the evaluation, and to the review of the report according to the comments received from the UNDP Country Office in Colombia, the Regional Bureau for Latin America and the Caribbean, the Government of Colombia and other partners; and
  • Contribute and participate in the presentation of the evaluation findings to key stakeholders via video conference, as required.

Competencies

Functional competencies

  • Strong analytical skills, including ability to rapidly analyze and integrate diverse information with a discerning sense for quality of data; and
  • Good mastery of information technology required for organized presentation of information.

Development and Operational Effectiveness

  • Adhere to the principle of confidentiality in the conduct of the evaluation;
  • Ability to handle a large workload in an organized manner during a short period;
  • Available to travel and carry out necessary analysis for the evaluation and deliver written outputs within the agreed timelines; and
  • Strong oral and written communication skills in English and Spanish.

Corporate Competencies

  • Good knowledge of UNDP work in Colombia or Latin America, including problems and challenges for development; and
  • Ability to work in multicultural and multidisciplinary teams, acting with professionalism, diplomacy, tact and courtesy.

Required Skills and Experience

Education

  • Master’s degree or higher in Social Sciences, Public Policy, International Relations, Natural Sciences or other field relevant to UNDP’s work.

Experience

  • A minimum of seven (7) years of experience in design and conduct of development evaluation; preferably of the United Nations, in one of the thematic areas of relevance for the evaluation (Inclusive and sustainable growth, Inclusive governance for urban and rural development, and Peacebuilding and peaceful conflict transformation);
  • Previous experience in evaluation processes of development programs, and familiarity with techniques and methods of data collection, interviews and quantitative and qualitative analysis.
  • Experience evaluating development programs with a gender focus.

Languages

  • Fluency to work in English and Spanish (written and spoken) is essential.
