Background

UNDP Afghanistan Mission Statement:

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

Background:

UNDP Afghanistan’s Rule of Law and Human Security Unit (ROLHS) Programme Unit supports the Afghan Government in implementing its strategies for Rule of Law, developing its institutional capacity and providing services to the Afghan population. This includes supporting the implementation of the Afghanistan National Strategy for Combatting Corruption.

UNDP has developed a Project Initiation Plan (PIP) for Anti-Corruption, “Development Plan for a Nation-Wide Anti-Corruption Project”. The PIP started implementation in January 2018. The PIP is an instrument for UNDP to initiate programmatic engagement on anti-corruption, while developing a full-fledged multi-year Anti-Corruption Project. The programmatic engagement includes technical and logistical support to the Anti-Corruption Justice Centre (ACJC) and the establishment of a grants mechanism for civil society.

The PIP has the following three outputs:

  1. Evidence-base established to inform UNDP’s anti-corruption programming in Afghanistan in the security and justice sectors;
  2. Implementation strategies developed for prioritized anti-corruption measures with a focus on supporting the implementation of the Anti-Corruption Strategy in consultation with relevant stakeholders (institutions, media, civil society, communities, religious leaders, etc) and on supporting the Anti-Corruption Center;
  3. Advocacy, public-outreach, awareness-raising campaigns developed and implemented in target areas, including through the initiation of a small grants facility for the implementation of community outreach initiatives, to increase ownership and support for anti-corruption measures.

Each output of the PIP will lay the necessary foundation to build the output of the subsequent Anti-Corruption Project. The activities of the PIP will establish the evidence-base, partnerships and related implementations strategies and modalities that are required for effective implementation of the broader Anti-Corruption Project and its successful implementation. It is anticipated that the upcoming broader Anti-Corruption Project will be focused around two main pillars namely support the Government in its implementation of the newly adopted National Strategy for Combatting Corruption; and contribute to building more demand from communities, civil society and media for increased transparency and accountability.

The PIP contributes directly to the targets of the broader Rule of Law and Human Security portfolio, and works in close coordination with other projects in this cluster and other development actors.

Duties and Responsibilities

Key Results Expected:

  • Coordinate the activities in support of Output 3, focusing on the grants mechanism and civil society engagement.
  • Assist in the implementation of the other anti-corruption PIP activities.
  • Provide operational support: Project implemented timely and effectively according to the Annual Work Plan:
  • Expand strategic partnerships & networks:

Coordinate the activities in support of Output 3, focusing on the grants mechanism and civil society engagement.

  • Assist the Programme Management Specialist in managing the small grant mechanism.
  • Liaise with the national and sub-national authorities to ensure their support to the small grants.
  • Liaise with the grantees to ensure timely implementation of the grants.
  • Coordinate and provide guidance and support to national and international consultants working on outreach activities.
  • Lead the implementation of the advocacy and outreach campaigns in output 3 including through conducting the necessary consultations and establishing partnerships with the national stakeholders.
  • Engage with and give advice to national stakeholders of anti-corruption to promote the concept of community outreach while promoting national ownership.
  • Engage in capacity-confidence building and legal awareness raising activities on issues pertaining to anti-corruption, access to information and transparency with non -governmental actors, including consultative and participatory processes with national stakeholders; including religious leaders and elders.
  • Provide technical and legal support to partners, including grantees.

Assist in the implementation of the other anti-corruption PIP activities.

  • Remains updated on legislation and legal and policy developments in Afghanistan in relation to anti-corruption and keep project staff and country office informed about important developments.
  • Coordinate and facilitate regular meetings with national stakeholders, and promote the inclusion of civil society in government activities.
  • Supports the Project Management Specialist in ensuring gender mainstreaming across project activities.
  • Coordinate the activities in support of the implementation of the Anti-Corruption PIP and provide support to the rest of the team, including to the national and international consultant in their deliverables.
  • Actively contribute to the drafting of the Project Document for the full-fledged Anti 
  • Corruption Project, including background research.
  • Participate in meetings of national and international stakeholders in the area of anti-corruption and ensure coordination to capitalize results and activities.
  • Perform any additional relevant tasks as requested by the Project Management Specialist or the Project Analyst.
  • Provide support to civil society to initiate court monitoring of the ACJC trials as required.

Provide operational support: Project implemented timely and effectively according to the Annual Work Plan:

  • Support the project team with interpretation and translation in English and Dari/Pashto as necessary. 
  • Provide administrative support, including but not limited to document management, writing of reports and supporting documents.
  • Support and accompany International Consultant/staff on field missions and facilitate logistical arrangement for these missions.
  • Engage with Country Office units to ensure implementation of Anti-Corruption PIP activities (procurement, recruitment, travel, transportation, etc.).
  • Support the planning of project activities, including by providing inputs to the development of the Annual Work Plan and project document for the full-fledged Anti-Corruption Programme.
  • Contribute to monitoring of project progress against Annual Work Plan, Implementation Plan and budget and contribute to the regular revision of the risk log.
  • Provide regular reports on project progress. Also provide regular information to the Planning, Monitoring and Evaluation officer of the Anti-Corruption PIP and the UNDP communications unit.
  • Prepare inputs for quarterly and annual progress reports.

Expand strategic partnerships & networks:

  • Serve as a focal person to liaise with all the relevant Government institutions and partners such as the Ministry of Justice, the Attorney General Office, the Ministry of Interior and the Supreme Court, especially in the provinces in order to ensure continuous support throughout implementation of the activities.
  • Establish, build and maintain effective working relationships with relevant officials, international partners and other UNDP project linked with the work area.
  • Support in providing technical and secretariat support in the work of Coordination Forums and other Working Groups in support of work plan priorities.
  • Contribute in inter-agency forums and working groups related to accountability, anti-corruption and other related subjects.

Required Skills and Experience

Education: 
  • Bachelor’s Degree in law, Social science, International relations, political science, economics, business or public administration or any other related field is required.
  • Master degree in law, social science, international relations, political science, economics, business or public administration or any other related fields is an asset.

Experience: 

  • With Master’s degree 1 years and with Bachelor’s degree, 2 years of relevant work experience in the area of anti-corruption, community outreach, justice or rule of law areas is required.
  • Prior experience with capacity building in public institutions, especially in anti-corruption and 
  • governance, is desirable.
  • Knowledge of relevant national legislation, institutional frameworks for preventing and combatting corruption in Afghanistan and knowledge of relevant international anti-corruption standards and/or good practices is desirable.
  • Experience on administering small grants to CSOs and/or working with the Government and/or CSOs at a national and sub-national level is an asset.
  • Experience in working with communities, religious leaders and elders is an asset.
  • Experience working in provinces in Afghanistan is an asset.
  • Experience in project management, elaborating strategic documents, policy papers and policy recommendations and/or conducting policy research would be an asset.
  • Proficient use of MS Office (Word, Excel, PowerPoint, etc).
  • Previous experience with UN/UNDP managed projects is highly desirable.
  • Excellent writing, presentation, facilitating and training skills would be an asset.

Language:

  • Fluency in English is required.
  • Fluency in Pashtu or Dari is required.
