The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking for Procurement officer in our office in Severodonetsk, Ukraine. The Logistics Officer (procurement) is responsible for the conducting procurement tasks within the NRC Logistic support section in one Oblast NRC Ukraine.

Job description

Ensure adherence with NRC policies, tools, handbooks and guidelines.
Implement delegated support function portfolio (procurement) according to plan of action.
Prepare and develop status reports as required by Logistics Coordinator, Finance and Logistics Managers or AM.
Ensure proper filing of documents.
Promote and share ideas for improvement of the support function.
Contribute to specific protection risks and needs analyses.
Contribute to designing of protection response to identified risks and needs.
Supervise Procurement assistants as required.
Liaise with international, governmental and non-governmental counterparts and collaborate where appropriate
Manage procurement team and ensure effective and timely procurement services following agreed procurement timelines.
Ensure of fulfillment of the whole procurement process as per NRC Logistics Handbook and Ukraine Country Office Standard Operating Procedures, and per donor requirements where required.
Ensure compliance to NRC and where applicable donor requirements in procurement process as well as that procurement files are completed with all relevant documents to ensure audit trail.
Active and regular search for suppliers with prequalification process and establishment of vendor database, which includes supplier performance information.
Ensure that all appropriate supporting documents are prepared for approval of management, for purchases over local authorization level (execute, following appropriate authorization, the purchase and delivery of supplies in a timely and cost effective manner; revise of contracts for purchasing of Goods and Services).
Liaise and coordinate in a timely manner with the relevant programs, departments, units, and services regarding delivery of supplies, keeping all parties informed of any changes.
Ensure that the Agresso Procurement form is maintained and is available for distribution to managers on a regular weekly and monthly basis.
Ensure that procurement files are complete and prepared for Finance Department for timely (according to contracted terms) payments of procured Goods and Services.
Maintain an accurate and up-to-date supplier information database for regularly purchased items, and keeps informed of local market conditions.
Train, coach and guide procurement staff to ensure Assistant level is capable to perform tasks more independently within the areas of their duty and assigned tasks.
Participation in budget preparation.
Creating and providing reports to Line Manager as requested.
Report all potential fraud cases to the Line Manager.
Perform any other duties assigned by Line Manager.
Contribute to the development Logistics as a support service in NRC Ukraine. Develop required areas according to NRC policy, guidelines and Ukraine legislation.

Qualifications

Experience from working with procurement in a humanitarian/recovery context.
Previous experience from working in complex and volatile contexts.
Documented results related to the position's responsibilities.
Knowledge about own leadership skills/profile.
Working knowledge or communication in English, both written and verbal
Knowledge of Ukrainian or Russian language.
Basic Knowledge of the context in the areas NRC operates.
