1.         Organizational context

 

The post is located in the Printing Plant, Conference and General Services Division, Administration and Management Sector.

The Conference and General Services Division is responsible for delivering efficient and cost-effective conference services, printing, and mailing services in support of WIPO's objectives. It is also responsible for WIPO's records and archives management, and for developing Organization-wide knowledge management strategies. The Printing Plant delivers high-quality and cost-effective multi-media, printing and enveloping services to support the work of WIPO and its stakeholders, including for official and legal documents, publications, conference and event-related materials, certificates, leaflets, and other materials.

 

a.        Purpose Statement

 

The Head of the Printing Plant is responsible for managing printing and related operations for the Organization, including liaising with internal customers and external suppliers, managing the budget, supervising the staff, ensuring timely and quality delivery of products.

 

b.        Reporting Lines

 

The incumbent works under the supervision of the Director of the Conference and General Services Division.

 

2.        Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.     Lead the Printing Plant team; plan, coordinate and assign operating hours, determine priorities and allocate resources to optimize utilization of resources, minimize service interruption and maximize client satisfaction.

 

b.     Monitor quality of service delivery of the team; provide regular feedback on performance, conduct performance evaluations and identify and address training needs; offer and encourage team to take up training opportunities to further develop skills; foster a work environment that combines individual responsibility and team work, and promote the achievement of individual and team objectives.

 

c.     Put in place and ensure effectiveness of monitoring systems for tracking the demand, delivery and cost-efficiency of printing services; prepare regular statistics and analytical reports for senior management; establish and regularly review quality control processes to monitor and maintain product quality.

 

d.     Identify, plan, assign and manage financial and other operational resources needed to achieve the planned results to budget and in a timely manner; establish methods and procedures for economical and efficient production and sourcing; put in place policies and procedures to ensure proper management of WIPO's paper requirements and of printing supplies and equipment.

 

e.     Effectively engage with clients to understand their needs and provide appropriate solutions; regularly solicit feedback and address possible setbacks or delays in production.

 

f.      Develop, manage and control contracts, relationships and performance of external service-providers for the efficient delivery of contracted products and services.

 

g.     Identify, monitor and analyze organizational demand for multi-functional network printer services and ensure that demands are effectively met and resourced.

 

h.     Keep abreast of innovations and technology trends in the printing industry; share knowledge with the team and utilize for continuous service improvement.

 

i.      Perform other duties as required.

 

3.        Requirements

 

 

Education

Essential

First-level university degree in print and media technology, publishing, graphic arts, management, business administration or related discipline.

 

 

Experience

Essential

At least six years' experience in the field of publishing and printing operations, including experience of managing print or production services for a large organization. 

Proven track record of managing change to improve the efficiency and effectiveness of administrative services in a private or public sector entity.

 

 

Language

Essential

Excellent knowledge of written and spoken English or French and good knowledge of the other.

Up-to-date knowledge of the printing industry, including software and technology trends. Good knowledge of the printing equipment and supplies market.

Excellent organizational skills and the ability to plan, organize and implement effective workflows, ensuring an optimal use of machines and personnel.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the February 2018 rate of 81.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
