PURPOSE OF THE POSITION

The European Health Information Initiative (EHII) is a multi-partner network coordinated by the WHO Regional Office for Europe; it supports the integration and sharing of existing knowledge, expertise and good practices in the area of health information, and is the vehicle for integrating and harmonizing health information within the European Region. EHII is the framework for coordinating and implementing the activities outlined in the Action plan to strengthen the use of evidence, information and research for policy-making in the WHO European Region (resolution EUR/RC66/R12) . Six key areas of EHII work are\:

1. Development of information for health and well-being with a focus on indicators
2. Enhanced access to and dissemination of health information
3. Capacity building
4. Strengthening of health information networks
5. Support for health information strategy development
6. Communication and advocacy

Under the umbrella of the EHII, the Division of Information, Evidence, Research and Innovation (DIR) regularly conducts data collections, updates its databases with core health statistics from the 53 countries in the WHO European region, prepares health situation analysis publications and presentations, assists Member States with the assessment of the Health Information System (HIS), conducts various capacity building activities such as the Autumn school and Advanced course on health information and evidence for policy-making, and organizes various in person and virtual (online) technical meetings. The number of such meetings varies between 10 and 15 a year, and successful documenting and reporting of these meetings is required.

DIR is establishing a roster of qualified expert consultants who would deliver work related to the strengthening of health information networks and support DIR by preparing meeting reports in line with established criteria and timelines. The consultant will be given access to relevant information necessary for execution of the tasks and will be provided with the background information of the meeting(s) objectives and other related materials. DIR would provide the consultant with standard templates and guidelines for report writing. The exact format and delivery timelines for each individual meeting report will be agreed between DIR and the consultant prior to the meeting. Working and reporting language is English. The meeting may be conducted in other languages (Russian or local language), with simultaneous interpretation.

Note\: As per WHO General Conditions for Consultants’ contracts, the execution of the work under the Consultant’s contract does not create an employer/employee relationship between WHO and the Consultant. All rights in the work, including ownership of the original work and copyright thereof, shall be vested in WHO, which reserves the right (a) to revise the work; (b) to use the work in a different way from that originally envisages; or (c) not to publish or use the work.

Supporting materials for the application\:
Interested individuals are required to include within their application internet links to at least three articles, reports or publications written by them. If internet links are not available, the PDF/MS-Word versions of requested work samples should be submitted by email to EUHIUDATA@who.int with the subject line "Sample Submission for Rapporteur Roster".

Moreover, as part of the online application, applicants are requested to submit three references by former clients or supervisors.

Only applicants that submit the work samples and three references by the application deadline, concurrently with the online application in the WHO employment web site, will be considered.

DESCRIPTION OF DUTIES

Under the coordination and supervision of the DIR staff member responsible for the specific meeting, the consultant will write a meeting report including all key points of discussion, recommendations, and agreed action points and timelines arising from the meeting. The consultant will compile a report based on the meeting documents, such as agenda, participants list, presentations, written speeches and working group discussion reports and, if applicable, will advise moderators of all sessions on documentation to be submitted to facilitate the production of the meeting report. In particular, the tasks may include\:


1. Detailed recording of the discussions and recommendations during the meeting using written devices (bring personal laptop).
2. Abstracting the main action points of the presentations and discussions resulting from the meeting and devising the action plan for the group in situ.
3. Requesting abstracts of the plenary presentations from the presenters.
4. Preparing a detailed report covering above points (1 to 3) while writing the meeting report in such a way that it may be used as advocacy document at a later stage. This will comprise the following sub-tasks\:
4.1 observing the following structure of the report (unless differently discussed and agreed upon)\:

a) title page;
b) inlay page with disclaimer and abstract;
c) acknowledgements;
d) table of content and tables/graphics;
e) list of acronyms;
f) executive summary;
g) introduction;
h) meeting objectives;
i) background;
j) deliberations and outputs of the meeting;
k) references;
l) list of participants;
m) annexes;

 

4.2 suggesting engaging titles for the report as well as the report's (sub-) chapters;
4.3 providing a meaningful flow of information in the report (which might deviate from the meeting agenda) and transitions between the chapters;
4.4 extracting appealing quotes and inserting them, where appropriate, into the text;
4.5 providing a conclusion summarizing the meeting's outputs and recommendations and giving a general outlook for the next steps to follow;
4.6 making layout suggestions for the report and its cover page including\:

a) the report's format,
b) development of textboxes, summary boxes, tables, figures etc.


5. Inclusion of at least 2 rounds of comments from the meeting participants and the WHO/DIR Secretariat on the report and submission of a final revision as per schedule of deliverables/timeline agreed between DIR and consultant.

The first draft of report would normally be due for submission to DIR within 2 weeks upon the completion of meeting, and the final report, incorporating comments from the meeting participants and the WHO Secretariat would be due for submission to DIR within 1–1.5 months upon the completion of meeting.

REQUIRED QUALIFICATIONS

Education

Essential\:

Advanced university degree in an area relevant to public health or other health-related degree.

Experience

Essential\: 

At least 3–5 years of experience working with health information, analysis, or systems; 
Proven experience in writing meeting reports on subjects related to health information, evidence-informed health policy-making, or health research;
Desirable\:

Work experience with WHO or another international organization. 

Use of language skills

Essential\:

Excellent knowledge of English
Desirable\:

Working knowledge of Russian.

 

Skills\:

Excellent communication and report-writing skills (in English).

 

REMUNERATION

The remuneration levels of consultancy contracts are determined based on professional profile and number of years of relevant work experience of selected candidates.
