BACKGROUND 
The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes in fragile states throughout the developing world. The East Africa and Yemen region consists of programmes in seven countries including Somalia, Kenya, Yemen, Ethiopia, Djibouti, Uganda and Tanzania
 
 
Overall Purpose of the Role:
The Protection Project Manager will lead the design and implementation of DRC’s protection activities in Djibouti. The position is required to have significant experience implementing activities related to gender-based violence prevention and response, the provision of psychosocial support, protection mainstreaming, and the protection of migrants. In particular, the Protection Project Manager will play a key role in providing hands-on, field-based technical guidance and capacity building to DRC’s officers and assistants. The Protection Project Manager will be based in Djibouti Ville, however, will be expected to spend up to 75% of their time supporting teams in Ali Addeh, Hol Hol and Markazi refugee camps. The position will collaborate closely with DRC’s Addis Ababa-based Protection Coordinator and Migration and Solutions Coordinator to ensure technical rigor and the consistent application of DRC’s protection approaches, methods and tools, and will lead the development of protection inputs for new project proposals. Furthermore, the position will represent DRC in protection-related working groups and other fora at both the country and site-levels.
 
 
RESPONSIBILITIES
 
Management and Coordination:
  • Overall responsibility for the recruitment and daily management of the Djibouti-based protection team, including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.  
  • Represent DRC publically at the site-level on all protection-related issues, including in coordination fora, with other agencies and with ONARS, and for providing the direct link in communications between DRC's Djibouti office and the Addis Ababa-based Protection Coordinator and Migrations and Solutions Coordinator. 
  • In the absence of the Area Manager, assume responsibility for managing the Djibouti office.
 
Programming:
  • Provide oversight of all protection-related programming in Djibouti in compliance with core protection principles and DRC and donor regulations, while upholding rigorous project cycle management standards. 
  • Lead in the design and management of all protection-related interventions in Djibouti as per national and international standards and best practices, ensuring technical rigor and the consistent application of DRC’s protection approaches, methods and tools. Specific activities the position will oversee, and which will require a high-level of technical knowledge, are related to gender-based violence prevention and response, the provision of psychosocial support, protection mainstreaming, and the protection of migrants. 
  • Promote improved understanding of protection issues among relevant stakeholders and ensure the observance of international protection and humanitarian law standards. To achieve this, and in line with DRC’s anticipated protection activities to be implemented over the course of 2018, the Protection Project Manager will play a key role in developing and facilitating trainings, workshops and mentoring opportunities for DRC and humanitarian staff, refugee communities and other stakeholders.  
  • Conduct needs assessments to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.   
  • Develop concrete initiatives to reduce protection risks experienced by the Somali and Yemeni refugee populations in Djibouti as well as migrants transiting through Djibouti. 
  • Ensure that ethical and statistically-sound data collection and protection-related information management systems are in place and used for analysis, planning, evaluation, and advocacy. 
  • Collaborate closely with DRC’s Addis Ababa-based Protection Coordinator and Migration and Solutions Coordinator to ensure technical rigor and the consistent application of DRC’s protection approaches, methods and tools 
  • Contribute to the strategic direction of Djibouti’s protection programming through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.  
  • Work with the Area Manager, Head of Programs, Protection Coordinator, Migration and Solutions Coordinator, and finance team to contribute to new project development, including both narratives and budgets. 
  • Ensure the timely and quality delivery of all protection-related organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations.  
  • Collaborate with the Area Manager and Addis Ababa-based Protection Coordinator to ensure field-based protection records and documentation are properly managed and compliant with DRC requirements and best practices. 
  • Support staff to integrate protection concerns and awareness in other sectors.
 
Finance and Administration:
  • Assume responsibility as primary budget holder of all protection-related activities and lead in the development of protection-specific budgets and spending plans. 
  • Maintain a budget overview of all protection-related projects and activities, and collaborate regularly with the Area Manager and Addis Ababa-based finance team to monitor spending and ensure the timely utilization of all grants.
 
Human Resources:
  • Manage the Djibouti-based protection team and support respectful and positive working relationships which allow for the effective implementation of all protection activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and strong, generalist knowledge of core protection concepts. 
  • Support site-level recruitment processes for the protection team, and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance. 
  • Promote professional development by identifying training and capacity building opportunities and ensure protection staff are well versed in core protection concepts, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.  
  • Collaborate with the Area Manager and Addis Ababa human resources department to ensure protection staff evaluations are conducted on a regular basis.
 
Logistics and Procurement:
  • Collaborate with the Area Manager, Logistics and Procurement Officer and Addis Ababa-based logistics and procurement team to develop and maintain protection-specific procurement plans. 
  • Ensure the budgeting of protection activities incorporate logistics and support costs such as significant transport and warehousing needs for procurement-heavy activities.  
  • Regularly review protection-related procurement plans with the Area Manager and Addis Ababa-based procurement and logistics team and finance team to adjust spending as required in advance of project closure.
 
Safety and Security: 
  • Support the Area Manager in ensuring the responsibility for staff safety in the area of operation. 
  • Support the Area Manager in ensuring that all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.

Experience and Technical Competencies: 
  • Minimum of 3 to 4 years of experience in a mid-level management position, with experience in the field of humanitarian response and refugee protection working for an international NGO or UN agency. 
  • Proven experience designing and implementing refugee protection interventions. 
  • Excellent verbal, written and analytical skills in both French and English. 
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.  
  • Experience working in cross-cultural, multi-sector and remote environments.
 
Education:  
  • Minimum Bachelor’s degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
 
Languages: 
  • Excellent verbal and written proficiency in French and English. Knowledge of Arabic or Somali an added advantage.

Contract: 6 months renewable contract dependent on both funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A15, for qualified National staff the terms of employment will be in accordance with DRC terms for National staff.
