Background

PurposeThe purpose of the consultancy is to contribute to the promotion of critical project accomplishments and results by creating story-based content. In this context, the Copywriter (hereinafter the Consultant) will be tasked with the identification, development and placement of content, ensuring that the stories are concise, informative and reader friendly.

ObjectiveThe consultancy will generate a series of up to five inter-connected stories presenting critical information about the implementation of project activities and milestones, placing the spotlight squarely on the beneficiary perspective. 

Background InformationThe consultancy is planned within the Local Integrated Development (LID) Project (2016 – 2018). The project is primarily funded by the European Union (EU) and co-funded and implemented by UNDP BiH. As part of the UNDP Rural and Regional Development Sector’s portfolio, the LID Project has an overall objective to raise the standards of living and improve social cohesion in Bosnia and Herzegovina (BiH) through inclusive sustainable socio-economic development. LID interventions are streamlined along two main pillars: governance, and economic development and job creation. LID works with 21 selected local governments, grouped together in 4 geographic clusters in the areas primarily affected by floods and areas with a large percentage of returnees/internally displaced persons. The main beneficiaries of the project are 21 local governments, 30 MSMEs and 300 rural households, 50 civil society organizations and grass-root citizens’ groups in target communities, 5,000 members of socially excluded and vulnerable groups, and 3 relevant higher government level institutions. The main partners are the BiH Ministry for Human Rights and Refugees and the two entity governments.The consultancy will support the successful presentation of project results along all of its components, focusing in particular on the integrated nature of the intervention.

Duties and Responsibilities

As the Project enters its final year of implementation, there is an ever-increasing need to promote project results and disseminate good practices, also showcasing the critical contribution of the EU, as the principle project donor, to local development. While there have been a number of initiatives aimed at communicating project activities and results over the past two years, to include the production of a short video, web and print media remain a valuable source of information for the wider public in BiH. Information shared through project stories must be accurate and precise, reader friendly, up-to-date, and with interesting content relevant to its audience. The content will be prepared in one of the official BiH languages.

Specifically, the Consultant will be responsible for the following tasks:

Task 1: Review relevant LID project information and available public information materialThe purpose of this task is to familiarize the Consultant with the Project through the review of existing materials, to include programmatic reports as well as available records of project coverage up to date. This will help the Consultant to identify areas and topics of special interest to the public in order to better exploit available communication opportunities. The materials will be provided by the project team. The estimated level of effort for this task is 3 days.

Task 2: Prepare up to five project stories showcasing critical results and deliverablesThe purpose of this task is to develop story-based content in a way that will be appealing to its target audience (the general public in BiH), ensuring that all thematic avenues of the LID intervention are given adequate representation and that the integrated nature of the project is provided special consideration.

In particular, the Task will entail:

  • The drafting of story-based content, building on information provided by the project team;
  • Field interviews with project beneficiaries at no fewer than six separate locations;
  • Selection of photographs/video materials to accompany story-based content (a separate consultant will be engaged to produce video content);
  • Gender sensitive language writing and promotion of gender equality as part of the content;
  • Promotion of project partners in accordance with the visibility and communications principles and guidelines outlined in the Project Communication Strategy (to be provided by the project team).

The estimated level of effort for this task is 15 days.

Task 3: Provide recommendations as to the placement and promotion of story-base contentUnder this Task, the Consultant will provide the project team with recommendations as to how best to place generated content in order to maximize communication opportunities. This will include producing a list of media outlets that would be interested in carrying the content, based on thematic interest and previous publishing history, as well as assisting in communication with interested outlets.The estimated level of effort for this task is 2 days.

  • Up to five project stories approved by the project team.  February - May 2018, (15 expert days)

Task 3: Provide recommendations as to the placement and promotion of story-based content

  • A list of recommendations for the placement of newly generated content.  February - May 2018 (2 expert days)

Required Skills and Experience

Education: 

  • University degree in Communications, Literature, Journalism or a related field.

Experience: 

  • At least 5 years of relevant professional experience in copy writing for various mediums; at least 2 years of professional experience in providing copywriting services.

Language Requirements: 

  • Fluency in official languages of BiH and English.

Other: 

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Evaluation

Individual consultants will be evaluated based on the following methodology:

Cumulative analysisWhen using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:a) responsive/compliant/acceptable, andb) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight-70%
  • Financial Criteria weight- 30%

Only candidates obtaining a minimum of 49 points for technical criteria assessment would be considered for the Financial Evaluation.
