OBJECTIVES OF THE PROGRAMME

To develop and implement health systems based on primary health care, supporting universal coverage.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda\:To support Member States in the establishment and further development of best practices in the development of their human resources for health based on evidence-based policies, strategies and plans.To encourage and enable the dissemination of evidence-based research results, tools and best practices on HRH developments and support the development and maintenance of sub-regional and regional databases with reliable and accurate HRH data and information;.To provide technical expertise to countries for the development, implementation and strengthening of HRH policies and strategic plans including the development of national health information systems, workload indicators of staffing needs (WISN) and establishing, and adapting existing guidelines and tools for use by member states and technical partners. Ensure full cooperation between organizations working on HRH at national, sub-regional and regional levels with emphasis on capacity building and improving M&E and reporting.To play a part in the implementation of sub-regional and regional policies and strategies on key HRH issues, and support resource mobilization and advocacy strategies and their implementation.To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: An advanced degree or qualification as a health professional. Post-graduate qualifications or training in in human resources planning or management.
Desirable\: Post-graduate qualification or training in public health and/or health planning and management.Training or qualifications in industrial psychology. Specialization or proven skills in human resources and/or information systems management.

Experience

Essential\: At least seven years' experience in the development, management and implementation of human resources for health strategies and policies at the regional, national and/or international levels, including experience working in international cooperation.
Desirable\: Experience managing a health workforce at national level. Experience working in a  similar area in WHO or other UN Agencies preferably in the African Region.

Skills

Proven expertise in human resources for health strategies as part of health systems strengthening complemented by a sound knowledge/experience of managing health workers. Track record in health and demographic data collection and analysis, and M&E in the field of human resources for health. Excellent communication and presentation skills with a demonstrated ability to produce technical reports, documents and guidelines in a clear and concise manner with guidance to multiple stakeholders and partners taking into account political and resource contexts. Strong interpersonal skills with ability to promote consensus, lead resource mobilization activities, communicate progress and results, and/or take remedial action in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy.

Use of Language Skills

Essential\: Expert knowledge of English or French with a working knowledge of the other.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2758 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
