OBJECTIVES OF THE PROGRAMME

To develop and implement health systems based on primary health care, supporting universal coverage.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda\:To proactively support countries in building capacity to generate reliable and up-to-date evidences -based information as related to health research and knowledge management, and expand the availability, quality, sharing and use of health information at the country and regional levels, including facilitating the adoption of harmonized policies and strategies toward HSS/AFRO publications preparations to strengthening know-how, with particular attention to monitoring health research progresses, the systematic identification and sharing of best practices.To proactively participate in the review and assessment of research dissemination and publication trends in the region, based on agreed norms and standards, and guidelines on knowledge management and sharing to strengthen the generation of knowledge, tools and methods to build up national health research systems and promote country capacity on good quality evidence generation and sharing based on best practices concerning ethical oversight, financing, human resources, infrastructure, research output and application, as well effective networking as part of quality control systems. To facilitate and support Member States to adopt and implement policies and strategies for knowledge management and sharing through various dissemination approaches, including working in coordination with AFRO websites related activities by bolstering coordinated efforts toward improved access to health-related scientific knowledge sharing and application of experimental knowledge; strengthening WHO internal capacity in all aspects of knowledge generation, dissemination and use, using WHO policy, strategy and technical guidance documents; by the establishment and enactment of strong alliances and projects to enhance regional and national capacity in producing and dissemination knowledge.To closely collaborate to the elaboration and implementation of resource mobilization and advocacy strategies, as well as providing advice and guidance to regional and national partners and on advocacy and resource mobilization strategies, including writing projects proposals based on findings regarding the needs and demands of countries together with budget outlines.To monitor and support the implementation of the Regional Committee resolutions pertaining to the African health research agenda in a proactive manner, with emphasis on promoting and coordinating AFRO's collaboration in knowledge management.To support the team leader in the development and monitoring of work plans and budgetary proposals, as required.To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Post Graduate degree in library and publications management complemented by training in health informatics or computer science, and qualification or training in data exchange standards, metadata and interoperability.
Desirable\: Post-graduate degree in health informatics or computer science, with qualification or training in scientific writing and/or editing.

Experience

Essential\: At least seven years' practical experience in the development and implementation of health knowledge management, dissemination, and managing publication processes in resource-limited countries.
Desirable\: Experience in strategic and policy documents development in, with WHO or another UN Agency, as well as facilitating consultations.

Skills

Demonstrated knowledge of health information management in multi-disciplinary and multi-national environment combined with ability to plan, coordinate and implement best practices in the field of health knowledge management to strengthen data exchange standards, metadata and interoperability to respond to country needs. Proven track record in the development and implementation of norms and standards, effective reporting mechanisms and systems. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts; to participate in resource mobilization and advocacy activities. Excellent interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Use of Language Skills

Essential\: Expert knowledge of English or French with working knowledge of the other.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3198 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
