OBJECTIVES OF THE PROGRAMME

To develop and implement health systems based on primary health care, supporting universal coverage to Promoting good health by addressing health equity, social determinants of health, human rights, gender equality and protection from financing risk of accessing health services.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda\:To support countries in the development, implementation, monitoring and evaluation of national health financing and costing components of national health policy and strategic plans with advice on the development of prepayment institutions and mechanisms to provide and/or expand social protection schemes to households throughout the region utilizing evidence-based policies and strategies, and innovative methods and technologies.To proactively enable the generation, dissemination and use of evidence-based health financing data including on economic impact of public health problems, costs and interventions. Perform analyses on financial disruptions, impoverishment, equitable financing, efficiency and economic viability of health services and facilities as well as of financing mechanisms. Develop platforms for sharing sustainable best practices, lessons learnt, results and obstacles on health financing and social protection.To develop and sustain partnerships with a broad range of institutions, organizations, health economics collaborating centers and other partners within and outside WHO/AFRO, to advise countries on coherent approaches for the implementation of health financing policies and strategies based on the economic analysis needs. Support the development of tools/guidelines for economic evaluation, analysis and interpretation of data, and compile regular and ad hoc reports, statistics and scientific papers on the economics of health financing and social protection.To collaborate with HSS, HSG staff at the Regional Office, IST, and Country Offices and with other interested parties on the development and coordination of multi-year strategies, and estimating cost-effectiveness and other analysis of health financing and social protection effectiveness at the national and community levels. Perform economic projections and analyses to inform the identification and estimation of resource needs, budgets and business strategy plans in health sectors. Collaborate on strengthening capacity building programmes and facilitating their implementation.As part of cross-cutting activities, to participate in the development of guidelines, norms and standards for the assessment of health financing needs at country level, with particular attention to sound data generation and management methods for evaluating interventions while ensuring the use of standard quality-assured data.To collaborate with other WHO clusters and programmes, as well as partner organizations in resource mobilization and advocacy activities in support of the implementation of WHO and AFRO Resolutions pertaining to health financing and social protection at the regional, sub-regional and country levels in a proactive manner.To support the development of work plans and budgetary proposals, as required.To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced/Post-graduate university degree in health economics and health financing.
Desirable\: Postgraduate degrees in business administration or public health;Training or Specialization in health Insurance systems.

Experience

Essential\: At least seven years' experience in working on health economics, health financing and social protection issues at the national and international levels, with demonstrated experience working with government institutions or international organizations on economic and/or financial analysis of health systems financing preferably in resource limited countries.
Desirable\: Experience or sound understanding of WHO or the UN in health financing and social protection projects, preferably in the African region. Experience in financial sustainability planning, monitoring and evaluation.

Skills

Demonstrated knowledge of the principles and methods of health economics, health financing and social protection assessments and analyses. Proven ability to assess technical needs as related to health financing and social protection in resource limited countries, with ability to summarize findings and produce clear and accurate reports with proposals for recommended actions. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance, taking into consideration the views of multiple stakeholders and partners in resource-limited contexts. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3198 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
