Background

Purpose

The purpose of this consultancy is to provide technical support and assistance to Border Police of Bosnia and Herzegovina (BP BiH) in their efforts to combat crime in general and firearms trafficking in particular. More specifically, with this assignment the project will develop three procedures concerning recovery, tracing, custody chain, and investigation of confiscated/sequestratd firearms, ammunitions and ensure the knowledge contained therein is adequately transmitted to BP BIH staff through the subsequent trainings.

Objective

In order to be able to perform adequate and timely investigations related to firearms, ammunition and explosives related crime crime, the BP BIH should have the necessary procedures that would enable it to seize and secure firearms, ammunition and explosicves, as well as to send, receive and respond to queries related to firearms, ammunition and explosives.  To this end, the selected consultant will provide drafts and suggestions which will be used by the project experts to develop two respective procedures. He/she will make sure that the developed standard operating procedures (SOPs) are compatible with relevant laws as well as BP BIH internal procedures. UNDP/SEESAC (South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons) is providing technical assistance to the CIAT project. On this particular occasion, the selected consultant will assist SEESAC Chief Technical Advisor in developing a  SOP on tracing of ammunition, firearms and explosives thereby ensuring its compatibility with BP BIH internal regulations and Bosnian-Herzegovinian legislation. Three developed procedures will directly contribute to codifying and expanding the existing practices within BP BIH on tracing and investigation of firearms, explosives and ammunition making sure they are compatible with the best EU practices as well as respective EU and international norms.

To achieve these goals, the selected consultant will perform the following duties:

  • Assist the SEESAC Chief Technical Advisor in the development of SoP on tracing of investigation of firearms, ammunition and explosives.

Once the SEESAC Chief Technical Advisor provides a draft of SOP on tracing and investigation of firearms, ammunition and explosives, the selected consultant will liaise with the BP BIH staff and ensure its proper adjustment to the BP BIH internal framework. He/she will serve as facilitator between the SEESAC Chief Technical Advisor and BP BIH thus ensuring that the developed procedure is fully compliant with BH legislation, existing BP BIH internal norms and respective EU and international standards.

  • Develop SoP on securing and managing  confiscated/sequestrated firearms, ammunition and explosives.

The selected consultant will work closely with BP BIH and develop SoP on securing and managing confiscated/sequestrated firearms, ammunition and explosives including, but not limited to:  proscribing a protocol for documenting/inventory of each confiscated/sequestrated item through a free form or by suggesting an appropriate  template thereby ensuring the inviolability of every step of the the custody chain in BiH (including but not limited to seizure, recording and recordkeeping, inventorying, , packaging, storing, transport, forensic investigation, and destruction or other actions determined by the prosecutor’s office or the court (return to owner, reference collection,etc.).

  • Develop SoP on inter-agency cooperation on the information that is required to be collected, exchanged and analysed concerning firearms, ammunition and explosives.

He/she will work closely with BP BIH and develop SoP on inter-agency cooperation on the information that is required to be collected, exchanged and analysed concerning firearms, ammunition and explosives (i.e. information to be shared with the Prosecutor’s office about the need to send certain firearms, ammunition or explosives to the Forensic laboratory for investigation of dactyloscopy, ballistic investigation and when needed DNA, procedure how to cooperate with the three Forensic Agencies in BiH, etc.).

  • Develop an integrated training (theoretical and practical) that would educate the BP BiH to efficiently use each one of the above defined SoPS in practice and deliver five trainings to 150 BP BIH staff on tracing and investigation of firearms, ammunition and explosives. 

All the draft material will be presented to BP BiH and UNDP management for their consideration and clearance. Pursuant to the feedback and endorsement obtained from the project management and in agreement with the BP BiH, the consultant will design trainings to the BP staff and make sure the knowledge is properly transmitted to the frontliners concerned. 

He/she will jointly with UNDP, the SEESAC Chief Technical Advisor and BP BIH roll out and deliver five one-day trainings to 150 BP BIH staff on tracing and investigation of ammunition and firearms and explosives.

General remarks on SOPs to be developed by the selected consultant

Special attention needs to be given to the fact that the actions and procedures need to be aligned with the EU standards and in conformity with all bylaws and internal procedures of BP BIH.

Background information

The consultancy will take place under the recently initiated Countering Illicit Arms Trafficking in Bosnia and Herzegovina – CIAT Project, funded by the Federal Republic of Germany and implemented by UNDP. This project is designed to  further strengthen the capability of the Border Police BiH (BP BIH) to efficiently identify, prevent, and counter illicit trafficking of firearms, ammunition and explosives in BiH through increased technical capacities.Within its project work plan and national strategic framework of BiH regulating this area, the CIAT project will assist the targeted  institutions and agencies in their continuous specialized training on border checks for all types of cross-border traffic, establishment of an efficient border surveillance as a quality filter for cross-border crime, implementation of joint specialized trainings, as well as contribution to the implementation of specific Small Arms Light Weapons (SALW) Strategy and the Action Plan activities.The Project key output is as follows: BP BiH capacitated to efficiently identify, prevent, and counter illicit trafficking of firearms, ammunition and explosives from and through BiH. The main activities and expected results are as follows:

  • Capacity of BiH front-liners increased,
  • Capacity Development of BP BiH in Countering Illicit Arms Trafficking,
  • Increased Technical Capacity for Detection, including provision of specialized equipment, procedures and training.

This intervention is of particular importance while combatting illicit arms trafficking since it provides for codification of the best practices on tracing and investigation of firearms, ammunition and explosives. It will ensure the BP BIH is provided with the best synthesized expertise fully compliant with the best EU and international standards.

Duties and Responsibilities

Within this consultancy, the selected candidate will carry out the following duties:

  • Task 1: Provide the SEESAC Chief Technical Advisor with necessary assistance in the development and ensure the acceptance of SOP on tracing of firearms, ammunition and explosives by the BP BIH;
  • Task 2: Develop SoP on handling of confiscated/sequestrated firearms, ammunition and explosives and ensure its acceptance by the BP BIH;
  • Task 3: Develop SoP on inter-agency cooperation on information exchange and analysis concerning firearms, ammunition and explosives and ensure its acceptance by the BP BIH;
  • Task 4: Together with the SEESAC Chief Technical Advisor deliver five trainings to 150 BP BIH staff on tracing and investigation of firearms, ammunition and explosives.

Deliverables and timelines

The consultant is responsible for the following deliverables:

  • Provide the SEESAC Chief Technical Advisor with necessary assistance in the development of SOP on tracing of firearms, ammunition and explosives  - 31 March 2018;
  • Develop SoP on handling of confiscated/sequestrated firearms, ammunition and explosives - 30 April 2018;
  • Develop SoP on inter-agency cooperation on information exchange and analysis concerning firearms, ammunition and explosives - 30 April 2018;
  • Deliver five trainings to 150 BP BIH staff on tracing and investigation of firearms, ammunition and explosives - 30 June 2018.

NOTE: Travel costs are to be borne by the incumbent and hence included in the financial offer.

Required Skills and Experience

Education: 

  • Master’s degree in criminalistics/criminal investigation/criminal justice:
  • PhD in these areas is considered an asset. 

Experience: 

  • At least 10 years of experience in the fields of criminalistics/criminal investigation/criminal justice;
  • Experience in lecturing and/or providing trainings in the fields of criminalistics/criminal investigation/criminal justice;
  • Proven analytical skills.

Language Requirements: 

  • Proficiency in the local language and the ability to work in English.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysisWhen using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:a) responsive/compliant/acceptable, andb) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
