OBJECTIVES OF THE PROGRAMME
The overall objective of the NCDs Integrated Management programme area is to provide leadership and vision in supporting Member States in the WHO African region to reduce morbidity and mortality due to NCDs and improve the overall health status of the African population. The Integrated Management Programme Area focuses on major NCDs, such as, Cardiovascular diseases, Diabetes, Cancer, Sickle Cell Disease and Chronic respiratory diseases, within the context of Primary health care. In addition, it also deals with Mental Health and Substance Use, Disabilities such as Eye and Ear Health, and Rehabilitation, and Oral health. Furthermore, the Programme area works with Regional Collaborating Centres, facilitates and undertakes policy development, programme planning, implementation, monitoring and evaluation, surveillance, research activities and implements innovative methods to scale up NCD disease-management within the context of universal health coverage.DESCRIPTION OF DUTIES
The incumbent will be expected to perform the following duties\: --> Collaborate with, and technically support, national officials and country staff to adapt WHO Package of Essential NCDs interventions (WHO PEN) and other service delivery models--> Provide support to countries in the sub-region to prevent and control NCDs in the context of national health policies and strategies--> Support Member States to develop, implement, and evaluate policies, strategies, and national plans for strengthening health systems to provide priority NCDs services at PHC facilities. --> Support data collection, analysis and dissemination of strategic information in order to influence policy and decision-making processes. --> Strengthen partnership, collaboration with all stakeholders and sub-regional NCD alliances in order to harmonize and streamline country support for integrated NCD management at all levels.--> Support countries to mobilize domestic and external resources for integrated NCD management, by using innovative resource mobilization techniques. --> Support the inclusion of NCDs into the national Integrated Disease Surveillance and Response (IDSR) system in order to strengthen individual disease/condition based surveillance. --> Perform other related responsibilities as assigned, including replacing and backstopping for others as requiredREQUIRED QUALIFICATIONS
Education
Essential\: Medical degree with post-graduate degree in public health or specialization in one of the four major NCDs (cardiovascular diseases, diabetes, chronic respiratory diseases, or cancers).Desirable\: Advanced university degree (Masters level or above) in a health-related field
Experience
Essential\: At least 7 years' experience in developing, managing and/or providing medical advisory services for the prevention and management of one or more major NCDs through policy guidance and capacity building in Programmes, at the international and national level of which at least 3years inclusive should be at the international level.Desirable\: Relevant work experience in WHO and/or other UN agencies, non-governmental or humanitarian organizations. Field experience in developing countries.
Skills
Technical and working knowledge of programmes and approaches for integrated capacity-building programmes for NCD Interventions including one or more of the following disciplines\: clinical public health; Cardiovascular diseases; Diabetes; chronic respiratory diseases; Cancers. REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2814 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.ADDITIONAL INFORMATION
