OBJECTIVES OF THE PROGRAMME

The overall objective of the NCDs Integrated Management programme area is to provide leadership and vision in supporting Member States in the WHO African region to reduce morbidity and mortality due to NCDs and improve the overall health status of the African population. The Integrated Management Programme Area focuses on major NCDs, such as, Cardiovascular diseases, Diabetes, Cancer, Sickle Cell Disease and Chronic respiratory diseases, within the context of Primary health care. In addition, it also deals with Mental Health and Substance Use, Disabilities such as Eye and Ear Health, and Rehabilitation, and Oral health. Furthermore, the Programme area works with Regional Collaborating Centres, facilitates and undertakes policy development, programme planning, implementation, monitoring and evaluation, surveillance, research activities and implements innovative methods to scale up NCD disease-management within the context of universal health coverage.

DESCRIPTION OF DUTIES

Under the direct supervision of the Team Leader, NCD Integrated Management (NIM), the incumbent will be expected to perform the following duties\: --> Provide technical guidance, mobilize and coordinate expertise to advise countries, promote, implement and evaluate integrated and evidence based policies, strategies, plans, programmes and initiatives addressing the countries priorities in Capacity Building for the Prevention and Management of Cancer and Chronic Respiratory Diseases, ensuring the following\:o public/private partnerships in providing comprehensive and evidence-based prevention, care, and treatment services;o strengthening the capacity of public health care workers in providing cancer and CRD-related integrated services within PHC service delivery systems; o the inclusion of cancer and CRD prevention and control interventions across the life course and continuum of care;o the orientation of health systems towards addressing NCDs—particularly cancers and CRD-- inequities through inclusion in Universal Health Coverage;o Facilitating the procurement of safe, efficacious, and affordable medicines and technologies for Cancer and Chronic Respiratory Diseases.--> Monitor and evaluate the implementation of work plans, budgets, and team performance at the IST and country levels with regard to cancer and CRDs and, documenting and disseminating best practices and partners' experiences to scale-up programmes. --> Manage related operational research, surveillance, epidemiology and health surveys.--> Forge/strengthen partnerships and networks to enhance multi-sectoral collaboration to address NCDs and particularly cancer and Respiratory Diseases in the context of integrated NCDs prevention and control --> Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced medical degree and a Postgraduate certification in Oncology or Pathology
Desirable\: Additional advanced university degree (Masters level or above) in public health or health-related field

Experience

Essential\: At least 7 years' experience in developing, managing and providing advisory services in Capacity Building for the Prevention and Control of Cancer and/or CRD within Public Health Programmes, at the international and national level of which at least 3 years inclusive should be at the international level.
Desirable\: Relevant work experience in WHO and/or other UN agencies, non-governmental or humanitarian organizations. Field experience in developing countries

--> Extensive area-specific, technical and programmatic knowledge of the Prevention and Control of Cancer and Chronic Respiratory diseases; working knowledge of district hospital care, Universal health coverage, in-service and pre-service training, Essential NCD drugs, PHC delivery systems --> WHO role, mandates, strategies & action plans (global, regional and country-specific) including budgeting and financial management; partnership & resource mobilization; communication and ethical standards for personnel; Equity, diversity & human rights principles; --> Demonstrated ability to provide clear advice and guidance to multiple stakeholders and partners. --> Willingness to share technical knowledge.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3256 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
