Organizational Context


The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate Inclusive and Sustainable Industrial Development (ISID) in developing countries and economies in transition.


The Department of Programmes, Partnerships and Field Integration (PTC/PPF) provides strategic analysis and advice to support the development of UNIDOs regional and country programmes, with special emphasis on Least Developed Countries (LDCs). It consists of the operations Integration Division (PTC/PPF/OID), Partnerships Coordination Division (PTC/PPF/PCD), the Regional Divisions and the network of UNIDO field offices. Within the department, the Regional Divisions are responsible for determining regional strategies and programmatic priorities for UNIDOs services, and ensuring that UNIDO responds to the specific needs and requirements of Member States. The five Regional Divisions cover Africa, the Arab Region, Asia and the Pacific, Europe and Central Asia, and Latin America and the Caribbean. The position is located in the Regional Division of Africa (PTC/PPF/AFR) where the incumbent will work as a programme specialist, particularly on the programme related to the IDDA III implementation and its related projects; as well as the African Union-UNIDO cooperation and its Joint
Action Plan.


PROJECT CONTEXT
In July 2016, the United Nations General Assembly (UNGA) adopted a resolution proclaiming the period 2016-2025 as the Third Industrial Development Decade for Africa through resolution A/RES/70/293. The proclamation was made based on the recognition that it is only through sustainable industrialization that the continent will be able to have meaningful development. At the same time, the proclamation served to show the international community is ready to enhance its partnership with African stakeholders for benefits that would go beyond the continent.

The resolution specifically called on the United Nations Industrial Development Organization (UNIDO) to develop, operationalize and lead the implementation of the programme for the Third Industrial Development Decade for Africa (IDDA III) The resolution also invited UNIDO to foster partnerships, as appropriate, with other relevant United Nations entities and to promote the necessary linkages to develop joint initiatives in favor of industrialization, including technology transfer, productive diversification, agribusiness value chain development, trade capacity building, renewable energy and energy efficiency, industrial policy, special economic zones and industrial parks, climate change and human capital development, while also strengthening public-private partnerships with a range of stakeholders. The UNGA also called for strengthened public-private partnerships with multi- stakeholders, enhanced international co-operation, including North-South, South-South and triangular co- operation, in order to expedite Africas industrialization through the implementation of the IDDA III.

UNIDO has developed a roadmap which serves as the guiding document for the implementation of IDDA III. Its purpose is to guide the efforts of African countries and their development partners towards inclusive and sustainable industrial development. The Roadmap outlines a guiding structure in the form of pillars and constituent programmes and projects, with the aim to support Africas industrialization efforts at all levels working with the African Union, the Regional Economic Communities, and African countries to realize an industrially-driven structural transformation in the decade 2016-2025. The main duties of the consultant fall within the framework of the IDDA III programme and the UNIDO roadmap as well as the cooperation with stakeholders and partners, specifically the African Union Commission and its Joint Action Plan.

Main Functions



Under the direct supervision of the Programme Officer Africa Division, the Consultant will carry out the following tasks:

1. IDDA III Programme
1.1. Write various documents related to the implementation of the IDDA III programme, including those related to the:
- Meetings of the Steering Group and the Technical Working Group;
- Work Plans for the programme implementation as well as related project work plans for 2018;
- Reporting on IDDA III programme implementation.

1.2. Provide technical inputs for documents related to IDDA III events, including:
- Stakeholder and partner meetings;
- Workshops for key implementing partners;
- High level missions to main implementing partners and DFIs.

1.3. Coordinate arrangements and support the organization of IDDA III events, including communication/advocacy activities and activities related to building partnerships with stakeholders and partners; reporting on events; preparation of bilateral meetings etc.

2. AUC-UNIDO cooperation
2.1. ICU establishment:
- Provide technical inputs for activities related to the launch of the ICU establishment;
- Conduct arrangements for ICU launch and implementation of the ICU project.

2.2. IDDA III
- Prepare work plans for the AUC-UNIDO joint implementation of the IDDA III;
- Develop arrangements for AUC-UNIDO joint activities within the framework of the IDDA III implementation.

2.3. AUC-UNIDO Joint Action Plan
- Write documents pertaining to the AUC-UNIDO Joint Action Plan and its related activities;
- Provide substantive inputs in support of the AUs Specialized Technical Committee for Trade, Industry and Minerals (STC-TIM), including its Ministerial Conferences and Bureau meetings.

3. Prepare Briefing Notes for bilateral meetings with DG and other high level representatives as well as other meetings related to IDDA III events (with stakeholders and partners).

4. Develop proposals for Country Programmes, incl. analyses and research on industrial development; funds mobilization; and proposed UNIDO interventions.

Minimum Requirements



Education

Advanced degree in International Development, International Relations, Development Management, Project Management or related field.


Languages

Fluency in written and spoken English is required. French working knowledge as an asset. Fluency and/or working knowledge of another official UN language is desirable.


Field of Expertise

- Five years of professional experience in programme and project management, including some exposure at the international level, specifically in Africa;
- Exposure to the needs, conditions and problems in developing countries, specifically in Africa;
- Experience working with and knowledge of IDDA III programme and its implementation;
- Ability to research and analyze information independently and recommend solutions;
- Ability to write in a clear and concise manner, specifically experience with writing briefing notes, reports, communication and advocacy materials etc.;
- Excellent time management skills and attention to detail;
- Very good ability to work effectively in multi-cultural teams
