The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of Camp Management (CM) Officer - Community Mobilizer position is to lead as a camp manager (CM) in formal and/or informal IDP or Refugee camps/settlements for which NRC provides the Camp Coordination and Camp Management (CM) services. The main duty of the CM Officer is to establish, strengthen and monitor an effective, transparent, representative site governance system including coordination of camp(s) service provision and other defined activities. Camp Management (CM) Officer will be reporting to Camp Management Coordinator. The position is based in Anbar/Ramadi.

 

Ideal Candidate Profile:

A University graduate with significant experience in camp management or in other related fields with minimum (3) three years’ experience from working as a Camp Management Officer in humanitarian/recovery context. Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. S/he should be able to meet deadlines. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Set up and maintain a camp information management system in line with global Camp Coordination and Camp Management (CCCM) Cluster guidelines including sex and age disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
  • Conduct and Monitor multi-sector needs (MSNM), Health Safety and Environment (HSE), Safety Audits, service provision and the overall condition of a camp including shelter, WASH, environment and cross-cutting services such as prevention and response to sexual and gender-based violence (SGBV), health, psychosocial support according to agree upon guidelines, standards and indicators.
  • Coordinate activities of different actors providing assistance and support effective referral mechanisms within the camp(s).
  • Set up and maintain an overall schedule and plan of activities of CM staff and activities in the camp(s).
  • Advise and assist in developing joint site risk management plans to promote the health, safety and environment of the camp(s).
  • Support selection, planning and development of communal settings in collaboration with site planners and with national actors
  • Ensure the site design supports protection and assistance of men, women, boys and girls.
  • Support the technical implementation of site maintenance, covering safe site design or layout, repairs and risk reduction in the camp(s), the upkeep of shelter, WASH, electrical systems, other site facilities and utilities and the general environment.
  • Mobilize, train and equip displaced communities to be self-autonomous in safely maintaining the camp(s) environment ensuring clarification of roles and responsibilities amongst stakeholders.
  • Ensure that all equipment and supplies that are required for technical assistance as part of site risk management plans is maintained and accounted for.
  • Liaise and interact with government authorities, displaced and host communities to ensure social cohesion and create opportunities for local employment using principles of gender equality and do-no-harm.
  • Apply a participatory approach to identify, analyze and prioritize camp needs.
  • Promote and facilitate accountability towards camp populations through establishment of complaints and feedback mechanisms.
  • Ensure that the displaced are aware of the assistance and services available in the camp and how to access them.
  • Participate in the recruitment of staff and provide on the job training as required; actively participate in capacity building trainings, workshops and seminars organized by NRC.
  • In collaboration with Project Coordinator prepare Procurement Requests and actively participate in developing work plans

  • Documented results related to the position’s responsibilities
  • Comfortable working with team members of different backgrounds
  • Good and respectful communication skills
  • Previous experience in research or survey work desirable.
  • Good cultural awareness and sensitivity.


The post will be for five (5) months contract duration with possible extension - subject to funds.

Salary: 5/1 according to NRC-Iraq's salary Scale.

Benefits: Health insurance.

Duty Station: Anbar/Ramadi with frequent visits to NRC field operations.
