The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In this role the community mobilizer will work closely with the WASH/Shelter assistants, Casual Workers and the Officers to ensure that projects are implemented with as much community engagement as possible and to ensure that the needs identified are relevant to the community needs.

Job description

  • Arrange for the initial community Mobilization for the targeted community and form project Community committees to participate in the beneficiary’s registration and verification.
  • Work closely with Community Committees and build their capacity in representing the needs and interests of the community.
  • Provide Support to the WASH/Shelter team in creating project and program awareness and preparing for community campaigns for instance hygiene promotion awareness and clean up campaigns.
  • Liaise on a daily basis with community leaders to gather feedback on the appropriateness of WASH/Shelter activities and to document suggestions based on the community needs.
  • Support communities to develop new strategies to meet their needs and other cross cutting issues like protection, health and gender issues among other community issues.
  • Act as the community focal person to facilitate entry of NRC’s project activities in an assessed project location. Will be the primary contact for all NRC staff in engaging with the community.
  • Participate in relevant external and internal project evaluations and/or needs assessments.
  • Report on project implementation progress; share successes and challenges to proactively find solutions to problems and contribute to coordination with other organizations implementing relevant activities at field level.
  • Provide the primary raw information for the documentation of lessons learned and success stories on the project.
  • Support gender mainstreaming into all aspects of project to ensure programming benefits all vulnerable community members.
  • The Community Mobilizer will also take on any other duties as assigned by either the WASH/Shelter Officer or Other ranking NRC Official in line with role.

Qualifications

  • Experience working as an assistant Project Officer in a humanitarian/recovery context.
  • Strong knowledge or training in community development or participatory approaches. Certificate or National Diploma in Social works, community development, Bachelor of Arts in humanities or other community mobilization training.
  • Previous experience working in complex and volatile contexts or working in community-funded projects by the government. Proven practical experience in community engagement and working with different community groups or work as a field monitor.
  • Community engagement and supervising contractors or community volunteers involved in WASH or shelter construction work and at least 1 year preferably with an INGO.
  • Some knowledge of English.

  • Can work with different community groups-women, youth, elderly without feeling intimidated.
  • Has a very good command of Arabic and is able to speak and communicate in all audiences (women, men and youth).
  • Strong context assessment skills and ability to communicate to the office in time and concisely.
  • Able to communicate, collaborate and share tasks with other NRC (Shelter, Education, FSL and M&E) and other NGO field staff.
