SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The CCAP social organizers, reporting to CCAP district Manager, ensures smooth functioning of project activities. The incumbent would be overall responsible for CDC, CDC’s sub-committee and Cluster CDCs establishment, mobilization, capacity building, need assessment and other regular support. He/she shall assist District Manager to facilitate and develop linkages with government, development agencies, CDC, civil society organizations and among CDCs.

CCAP Social organizers are expected to be able to work independently, establish strong local support networks, and develop and apply appropriate solutions for problems if and when necessary.

Qualifications & Requirements:

  • Graduated from 12th grade or higher education. Bachelor of social science will be highly preferred.
  • 3-4 years’ relevant experience, especially within an NGO, UN agencies or similar organization.
  • Work experience at grass root level, Community Mobilization and Community Development.
  • Experience with the National Solidarity program, Community Governance and Livelihood Project, and community driven development is highly preferred.
  • Working experience of training and couching at least 2 years.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in Dari and Pashto, both written and spoken
  • Interpersonal and communication skills
  • Team worker, analytical, and troubleshooting skills
  • Familiar with report writing and planning
  • Ready to work, live and travel in an intricate and strenuous environment
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive and well mannered.
  • Being an Afghan citizen.

Main Responsibilities

  • Overall responsible for Communities, CDC, CDC’s sub-committee and Cluster CDCs establishment, mobilization, capacity building, need assessment and other regular support.
  • Facilitate elections to establish newly elected CDCs, CDC’s sub-committees, and Cluster CDCs under oversight of district manager and governmental authorities.
  • Work with communities to create basic community profiles that establish number of families, location, type and number of public resources.
  • Establish and train Participatory Community Monitoring Teams.
  • Actively work towards youth involvement, participation and inclusion in data collection, analysis, action planning and monitoring of community activities.
  • Actively work towards women’s empowerment, participation and inclusion. This will include facilitating specific exercises with women from different socio-economic backgrounds to help women to collectively identify their needs and strategize how to increase their involvement in CDCs and CCDCs and their sub-committees.
  • Capacity building of CDCs and Cluster CDCs and their sub-committees to work as whole-of-government platforms.
  • Facilitate development of inclusive community development plan for CDCs and Cluster CDCs through community resource and poverty analysis. 
  • Support CDCs/ Cluster CDCs to establish bank accounts when required.
  • Support the CDCs and their sub-committees to work inclusively and reach marginalized groups
  • Facilitate Community-led Total Sanitation.
  • Identify Champion CDCs in each district and facilitated exposure visit of the CDCs and Cluster CDCs to coordinate the learnings. 
  • Monitor CDC, Cluster CDC and sub-committee maturity regularly.
  • Build Capacity of a cadre of future Social Organizers from among emerging leaders in the communities.
  • Organize and attend CDC and Cluster CDCs regular meetings. Encourage women participation to raise their voices and concern, and share lesson learnt during implementation for taking corrective action.
  • facilitate and develop linkages with government, development agencies, CDC and civil society organizations.
  • Read, understand and apply the project operational manual in the area of responsibility
  • Keep update data, proper documentation, filling and reporting to immediate supervisor in a timely manner.
  • Complete all project related planned activities in the scheduled timeframe.
  • Any other related tasks as required
