UNICEF's overall goal is to support the Government of Iraq in realizing the rights of all Iraq's children to survival, development, protection and participation, and the creation of an enabling environment to ensure strengthened accountabilities for children with an equity approach. UNICEF works to improve the situation of children in Iraq through three key interventions:

 

1. Support the Government of Iraq to develop:  

-Modern policies in all sectors relevant to children (ie. health, nutrition, education, water and sanitation, protection and overall social policy).

-Institutions that effectively deliver essential services to children as well as empower children and their families to adopt behavior practices that will improve their well-being 

-A legal framework to protect children.

2. Increase knowledge on children's rights and issues to inform government decision making and development planning. 

3. Advocacy for policies that protect children's rights, including government development plans and budget allocations that prioritize interventions in Iraq's most deprived children

How can you make a difference?

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

 

  1. Support to preparation and monitoring of Programmes and Cross Sectorial budgets
  • Retrieve information on costs of programme elements, categorized in the standard cost categories from automated files and compiles them in standardized and customized reports.
  • Support to provide information and monitor programme budgets in terms of funds allocation, availability of funds, commitments and expenditures as initiated through and against actual available funds, issue revised allocations, advise and update allocation records.
  • Support in verifying each source of funding and expenditure by programme area and grant reference, and compiles information in computerized summarized reports to identify areas of over or under-expenditure. Ask relevant programmes colleagues to clarify over-expenditures or requisitions outside the donor conditions.
  • Prepare journal vouchers, when necessary, to correct inaccurate entries, to transfer funds between accounts, and to liquidate obligations no longer required.
  • Support the management of the cross sectoral budget and funding allocation including salaries to address any funding gaps.
  1. Support to the monitoring of management key performance indicators
  • Support in preparing monthly monitoring management report for the Country Management Team monitoring all the key performance indicators as per the annual management plan.
  • Monitor on a weekly basis the management indicators and timely alert concerned staff on required actions
  • Support the preparation of office response to monthly/quarterly monitoring reports from the regional office.
  • Support to compile data and support in preparing mid-year and annual status of the management key performance indicators to be discussed in the mid-year review and annual review as relevant.  
  • Monitor all the grants for timely utilization up to expiry.
  • Support year-end closure activities ensuring timely actions on budgets, commitments and pre-commitments and rephasing of funds to subsequent years in compliance with UNICEF financial regulations.
  1. Support in generating and review of VISION and Insight reports
  • Prepare reports based on data available from VISION and Insight on a periodic or as and when required for use by the office and in relation to donors to support decision-making, planning and optimizing use of programme funds.
  1. Support to knowledge management and capacity development
  • Maintain contribution management central filing system, ensuring auditable, relevant and critical information on donor grants are filed.
  • Support capacity development activities related to budget monitoring to improve efficient use of VISION and Insight - Performance Management Systems of contribution management.
  • Provide support in identifying, documenting, sharing of lessons learned on budget monitoring for integration into broader knowledge generation on contributions management best practices in the office
  1. Administrative Support
  • Provide secretariat support and services for contribution management meetings, prepare related background information for these and/or donor meetings.
  • Provide administrative support including document reproduction and dissemination, organization of meetings and minute taking among other tasks as needed

To qualify for every child you will have…

  • Completion of secondary education with training in Accounting, Financial Management, Business Studies, Economics or any other relevant field of studies. Completion of a University Degree in the relevant discipline a strong asset.
  • At least six (6) years of relevant work experience is required
  • Fluency in Arabic and proficiency in written and oral English are required.
