The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of Camp Management Assistant- Community Mobilizer position is to play a central role to ensure the provision of assistance and protection to the camp population and to promote the health, safety and environment of the camp(s) in accordance with agreed upon standards and guidelines. Camp Management Assistant will be reporting to Camp Management officer. The position is based in Anbar/Ramadi.

 

Ideal Candidate Profile:

A University graduate with significant experience in camp management or in other related fields with minimum (3) three years’ experience from working as an Camp Management Assistant in humanitarian/recovery context. Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. S/he should be able to meet deadlines. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • To begin baseline research of selected communities, and continue to monitor social change and new social information relevant to community empowerment.
  • Monitor multi-sector needs and service provision and the overall condition of the camp(s) including shelter, WASH, environment and cross-cutting services and apply a participatory approach to identify, analyse and prioritise the site needs in order to avoid service duplication and gaps
  • In collaboration with other staff members develop joint site risk management plans to promote the health, safety and environment of the camp(s)
  • To identify potential leaders and/or organizers.
  • To motivate and encourage potential leaders to talk to their fellow community members about unity and self-reliance.
  • To raise awareness that community members themselves can move each community out of poverty, and to show them ways they can do this for themselves.
  • To assist community members to identify needs and to generate solutions, identifying priority issues and to analyse their problems.
  • To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves.
  • To provide community leaders with management skills and knowledge in getting community members interested, organized and motivated.
  • To develop trust, tolerance and co-operation among community members.
  • To assist the community in obtaining available outside resources, warning of the negative effects of becoming too dependent upon outside resources.
  • To encourage and stimulate full participation by all community members; with special attention to those who are usually forgotten, marginalized and overlooked in community decision making;
  • To assist the community in obtaining information and knowledge that may be available through governmental and non-governmental agencies, through extension and outreach programmes and to assist the community members in developing their own capacity and strength to the point where they no longer need the services of you the mobilizer.
  • Liaise and interact with government authorities and camp(s) population to ensure social cohesion 

 

Qualifications:

  • Previous experience working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Comfortable working with team members of different backgrounds
  • Good and respectful communication skills
  • Previous experience in research or survey work desirable.
  • Good cultural awareness and sensitivity.


The post will be for (8) eight months’ contract duration with possible extension - subject to funds.

Salary: 4/1 according to NRC-Iraq's salary Scale.

Benefits: Health insurance.

Duty Station: Anbar/Ramadi with frequent visits to NRC field operations.
